Piracy at Swatow.

Several daring cases of piracy have nccurred on the coast near Swajów within a short time, writes a correspondent to the N.-O. Daily News. One man in particular, by-name A Ch'ung, has three large boats to his credit, and a number of murders. A fortnight ago another boat with general cargo was captured close to Breaker Point, after a fight in which two of the orew were killed, and a third fatally wounded. It is high time that a 'guardboat were sent to patrol the coast between here and Bong.

The emperor of Sahara," said this Eng. lishman, has done wonders in a country that formerly produced hardly anything and was wholly given up to brigandage and poverty. Two year ago, when he went to Sahara, the territory over which he now rules was in a most primitive state. Now law and order havo been established thore, schools have been opened, an embryonic city of 6,000 people has been brought into existence, many acres have been brought- under cultivation and yield sugar, cotton, rice and tobacco, while stores, granaries and other improvements have been introduced, His empire, is self-supporting and well governed. He himself leads a industrious life and is the hardest worker in his kingdom. His role is that of o beneficent autocrat. He has installed Frenchmen at the hoadof the various departments of his government. They are practical men and good organizers and have displayed remarkable tact in dealing with tho Arabs, who are naturally a most intract able people.

It is true that Jacques maintains a harem, but ho dous au solely becaube, to obtain respect for his authority, he finds it necessary to conform to the customs of his people. Thero is nothing of the liber- tine about him. All the men in his employ are given pay and rations sufficient to enable them to maintain three wives apiece, which, by the way, is only one-half the regulation Mohammedan matrimonial allowance. He wants no outside interfer- ence and discourages the settlement of foreigners until such time as he has more fully developed the commercial resources of the country.

There is now undor the emperor's rule about 1,000 square miles and a popula- 2221 tion of something like 12,00_eople.

Through his dupins there are constantly passing camel trains, originating in Central Africa. These caravans chiefly go to Morocco, carrying ivory, cereals, figs, datos, hides, gold, otc. Before he appeared these caravans wore subjects to constant de. 2181 predations by brigands. Jacques I. cxacts a tribute from these caravans, it is true, but in return he gives them military escort, watering privileges at the walls and full protection.
