Before the Boer war the Navy knew that War. Was coming. Admiral Harris had all ble ships docked, cleaned, armed and filled up with stores and munitions. Self- reliance, fertility of resource, fearless- power of nosa of responsibility, and
the four qualities re- initiativo are required by fighting people. The Navy bas got them, and the Admiralty takes care they are remembered. The Army as a whole has not got them, not because Army. on are inferior to 'Navy men in any res- but because the War Office insists on Army being a social machine, and not machine for achieving success in war,-A Naval Man, in the Daily Mirror.

A Thrilling Escape.
THE CHINA MAIL.
LONDON, Oct. 17.
The crew of submarine A4, 15 all told, had a thrilling escape from death in the 2181 Solent. When the submarine was sub- merged, an escape of chlorine gas began to overpower 180me of the crew. The com. mander immediately ordered that the boat should rise to the surface. She came upatern first, lying 35deg, out of the horizontal.
Her conning tower was raised, and the crew wan Baved. Another minuto would have involved their suffocation.
