HOW TO GOVERN A COLONY.

Hints by Bulwer Lytton,

Recently a remarkslle letter of Sir Edward Bulwer-Lytton, giving hints for the successful administration of a Colony, came to light. It was written by Sir Edward in 1859 when he was Secretary of State for the Colonies, and was addressed to Sir George Bowen, then Governor of Queens. land, and later Sir John Pope Hennessy'« successor at Hongkong. Bir George de clared on his retirement that he attributed in no small degree the success of his career to his strict adherence to the advice given by his then chief.

The sallent points in Ble Edward's letter are as follows-.

CULTIVATION OF GINSENG,

Contractors.

Consul-General Bragg, of Hongkong, in K. Shiu Taï & 08:

reply to numerous inquiries from the United Bates, furnishes the following information regarding the cultivation add marketing of ginseng:

I have been receiving for some time in quiries from many parts of the United Statca with reference to ginseng. Some of these letters were written by persons desirous of engaging in the cultivation of the root for market as a business, while others came from persons incited thereto by articles in the newspapers of fabulous receipts from small areas of land devoted to ginseng. For the Information of those desirous of becoming cultivators and pro ducers for the markets I have gathered all the information at hand touching ginseng,

Ginseng, indigenous in certain sections of the United States and in northern Asia and Japan, is believed by the Chinese, who have used it from time immemorial, to possess great medicinal properties.

Bci. ntists are inclined to speak lightly of its virtues, but the Chinese, after centuries of use, indorse it as a superior tonic and invigorator, and hence the market for ita sale will be lasting and reliable. Rolling
