telogram from Allahabad, September: 23, states that a number of tribal leaders, mostly men of small account, lately visited

Kabul from the Afridi and Zaimakt country and Waziristan. All have been coldly received, the Amir refusing to grant them interviews.

A later message commends the Amir's action. It appears that last year-jirguha” from the Afridi country were particularly encouraged to visit

and always returned with presents and assurances of protection of the King of Islam. Members of these missions were also allowed in many instances to boy rides aud ammuni- tion at cost price and this tempted them to profess open allegiance to the Amir. députations. Quite a number of these likvõ 1376 visited the capital in the last month or two, but have been refused audience and the Amir apparenly instructed his officials to discourage their reappearance. In reply to a request from some Afridis to bo taken under protection, the Amir Habibullah ie said to have reproached them with double desling with himself and the Gore ernment of India and to have directed them to return furth-with to their homes. Thơ Mabsude, Urakzais and Bajouris have similarly been warned to be on their good. behaviour. It is reported that the jirgaha who have been thus summarily dealt with have returned in rather a downcast mood and are not likely to venture to Kabul. again,

Seville, Aug, 26, Heartrending reports continue to reach the provincial authorities from outlying famine stricken districts. The

je latest re ports received are from Usuna and Almon- is, the respective Mayors of which notify gia, the authorities that they are unable further assist the famished labourers and

childrer, as the distress is too acute. At Ecija the population has looted the bakers" stores.

The mortality among infants and aged persons is attaining terrifying proportions, and in many localities the working people aro living on roofs. The Government has organised public works on a small, scale, employing “about 800 men," but thie is a more drop in the bucket of misery, As a moderate calculation shows that 280,000.aro 1174 out of employment.

Count Romanones, Minister of Agri culture, has just concluded an exhaustive personal inquiry in the distressed districts, following on the relief fund of £160,000 voted by the Government. Lvivors for years past have been gradually filling with sand, preventing. navigation and hindering commerce. The district always has buen dry, but this year a two months' drought, beginning in the spring, destroyed all heges for the reaping of crops and re

rendered the landscape practically a desert, resembling portions of Morocco, The population is almost on- tirely composed of day labourers, who depend on agricultural employment, and when that fails, which is a frequent occur--- rence, though more marked this year than ever before, practically everybody is thrown into a condition of indigence. is calculated that a third of the population.

The condition of the remain. der, however, was pot ameliorated thereby, The soil, owing to lack of frzigation, is becoming more and more upproductive, and the patience of the people is now nearly exhausted,

The absence of the landlords and unful-. filled electioneering promises, added to the fact that women and children are suffering the agonies of slow starvation, have led the people to listen to agitators, who incited them to violence, the result of which is seon in attacks on farms, the seizure and killing of flocks of sheep and the throat" of armed invasion of the towna, Murmura of revolution havo awakened apprehension, and the farmers everywhere are taking refuge in the cities, while the police regard acts of pillage with indifferenco, refusing to artest men who frequently accuss them- selves in order to obtain food.

CAPITAL AND LABOUR IN THE

STATES.

PHILADELPHIA, Sept. 5.

Miners and operators in the anthracite goal districts are preparing for the greatest struggle in their history, which is scheduled to begin next spring.

Thore will be no permanent poaco in the anthracite regions antil the union is recognised and an eight-hour day granted,! says President John Mitchell,

This sums up the situation for tho miners. The operators are making no state. ments, but they have stored 12,000,000 tons of coal at various points. With what they have already cached and what they could mine under guard there would be no shortage for at least nino months.

It is doubtful if the miners could carry

on the fight this long. They have thousands of dollars saved for this battle. By April, the date for beginning the struggle, it is estimated the operators will have at least 20,000,000 tons of così atored. This is about one-third of a year's supply. The sayings accounts of the miners have doubled

MAIL STEAMER DEPARTURES.

The following table is a chronologically arranged list of mail steamer Coast ports, Manila, and sailings to Europe, America, Canada, and Australia.

All Japan are not given, for steamers are constantly sailing for those ports. the American steamers call at Japan, and the majority of the Australian boats in the last six months. The main point is call at Manila, and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. The P. & O. mails usually reach London in about 28 days, and the French and German in about 28 or 30 days

the recognition of the union, and millions

will be spent on both sides to fight it out.

John Mitchell President of the United Mine Workors of America, was in this city to-day in his opacity as a vico president of the American Federation of Labour to join Vice-President Duncan of the Federation and others in the settlement of a dispute involving typesetters and printers.

It can be stated on the highest authority that the convention of anthracito miners, which will draft new demands for present ation to the cool companies on the expira tion of the Strike Commission award on April 1st next, will be held in Shamokin between Decomber 5th and 10th. It was learned to-day that the December conven- tion at Shamokin will make the following demands:

First-Arecognition of the miners' union by the coal operators, the recognition to take the form of a signed agreement.

Second-The substitution of an eight-hour workday for the nine-hour workday award- ed by the Strike Commission, which is now

in force throughout the hard coal fields.

Third increase in pay over the ninimum wages now paid to men and boys who are not contract miners, but aro generally classed as unskilled labour,

Fourth A uniform scale of wages for workere, not actually minere, at all col- lierios.

Are the members of the union so esger for the recognition of their organisation and for an eight-hour workday that they aro propared to precipitate à crisis if they are refused them? Mitchell was asked.

I cannot answer that question. You aec the minera have not yot held their con- vention, and it would be presumptuous

for me to say in advance what they will or will not do

FIGHTING ORICKETS.

An Interesting Case,

The large court room, at the Magistracy, this morning was packed with Chinese spectators and defendants, there being no leas than 63 of the Istter in and around the dock, They were charged, before Mr F. A. Hazeland, the first three with being the keepers and the rest with having been found gambling in a common gaming house by betting on fighting crickets.

Mr F. B. L. Bowley (Crown Solicitor) appeared to prosecute while the defen dants (with the exception of the second) were represented by the Hon. Dr Ho Kai (instructed by Mr Otto Kong Sing), and the second defendant by Mr P. W. Gold- ring. Nine other men who were arrested when the gambling raid was made failed to pat in an appearance and their bail was

forfeited.

Mr Bowley, in outlining the case to the Bench, said that on the 8th inst. & Chinese detective was sent to No. 39 Gough Street where be entered and found a cricket fight going forward. The case he had to submit was a simple one. It was Sunday afternoon and when the detective entered he found the place filled with the defondants. Once again the question of providing a trophy to mark the annual Interport rifle match between Hongkong, Shanghai and Singapore, has been raised, and the Hon. Secretary to the Hongkong Volunteer Rifle Association-Mr M B. Northcote has received a communication from Singapore on the subject.
