CORRESPONDENCE.
THE PROPOSED. PASTEUR IN- STITUTE FOR THE STRAITS,
To the Editor of the CHINA MAIL.' SIR,-The recent offer of the Chinese Consul at Penang to present a Pasteur In- stitute for the Settlements and neighbouring regions, though undoubtedly prompted by the best motives, is very greatly to be deplored, both on account of the serious poril it would be to the human population and of the onormous amount of terrible anffering it would inflict upon dogs, and probably on other poor animals alno,
The venerous philanthropist who made this offor presumably does not realise that by building the suggested Institute ho would be creating an 'inferno' where dogs would be subjected to torture of the most awful and appalling description. And probably neither he nor those who hail him as a benefactor aro aware that the Pasteurian anti-rabic Areatment, far from being a cure for hydrophobia, elthor gives the very disease it professes to cure or has no effect at -all. The death-roll of its human victims ie a mighty one. I have before mo & Hat con- taining names of nearly 2,000 persons known to have died from the effects of tho Pasteur inoculations; and, no doubt, as "many more have similarly died of the horrible and deadly poison put into their blood, of whom no record is to hand. This holocaust bears no resemblance to a sUCCD18- ful remedy!
The statistics of the Pasteur Institutes
are entirely misleading, for they include all
those persons who, not having died under
treatment, are entered secured,' although
倡
vast number of them have, as I
have shown, succumbed to the very disease
they dreaded after being turned out as cured,' and a very large proportion who have been cured of a disease which they never had at all, having suffered simply from unfounded and silly soare.
Pasteur Institutes are exceedingly lucra tive speculations, and are, therefore, advocated by the so interested and pushed by means of rabies acres and their influence upon the ignorant, panic-striken and credu lous public; but, though sero herapy is the fashionable craze of the day in medical cir- eles, y tasteurism is now, with many another obsolete quackery, a discredited system, condemned by a large and increas ing number of eminent medical men A useless, unscientific and oxtremely dangerous.
There is a perfectly harmless and safe eure for hydrophobia in the Buisson hath treatment, which is really a cure and in- volves no danger to man and no cruelty to animals. It is the invention of a French doctor, while M. Pasteur was merely a ohemist. Buissonism is, like the water of Jordan, too simple to find favour with those scientists who scoru overy remedy that does not entail research' Into the maimed. and mutilated, quivering and agonised liv. ing bodies of our fellow creatures the ani mals; but Pastourism is the cruel and shameful torturing of dogs, and is therefore wrong and absolutely unjustifiable, and wherever Pasteur institutes are there hy- drophobia prevails and spreads, while Buissoniam is humane and safe, and is therefore advisable and right.
It is earnestly to be hoped, both in the interests of humanity and of mankind, that before too late a ̈Buisson establishment will be substituted the proposed Pasteur. Institute. Yours, etc.,

It ob. tained the 50,000 dollar prize at Paris in 1901 which was offered by Dr Deutsch, and performed the remarkable feat of sailing round the Eiffel Tower, the tallest monu- ment in Europe.
Harrop failed to clear the hurdles at all well, with the result that Ozorio caught him in the first length. Remedios also passed him and challenged Ozorio but the latter went along nicely and won by a very email margin, J. Witchell being third, about half a yard distant. The latter swam finely. The heat in Paris is intense, and exceeds that of Hongkong. Many persons have been struck down by sun-stroke, and several persons daily succumb to the bent.
It caused quite a nine days' wonder recently whien London heard that two of its favourite Music Hall singers died leav- ing largo fortunes. Much was written at the time contrasting the extreme poverty of the English Clergy, men of gentle birth, University education, and cultured tastes, working hard cu less than a footman's wage, and illiterate Music Hall artistes earning their ten thousand pounds a year. Now Paris bests the record. Gabriel Souslacroix, the popular singer at the Opera Comique has just died, leaving a fortune of nearly two millions of francs.
The Bishop of Victoria is in London at the present time looking out for clergy and Missionarios to work in Hongkong. A well- known clergyman, now resident in Paris, will probably be going to Hong-kong before long.
