The expost facto laws, how- ovor, does not altogother rule the case. The Uruguayans really arrested the Cana dians when they had been guilty of no wrong. The open sea is free to the trade and industry of the world, and when Can- adians prosecute their calling there Uruguay cannot arrest them for so doing.

If the Can dians were within three miles of the Uruguayan coast they wore trespass ing on the preserves of the republic, and wore liable to capture. But if they were on the

open sea-and it is claimed that such was the care-no country had the right to interfere with them. Candada can prevent Lahing by United States flshermen within three miles of the score. The United States can capture

character upon the sealers of both countries. But Uruguay is not a party to this conven. tion. As a matter of fact, the Uruguayan Government has exceeded its power, and the Canadians aro unjustly detained, while their vassol is improperty confiscated,

Great Britain is considering the despatch of a war vessel to Uruguay to insist upon justice. As the republic refuses to act, on the assumption that nothing will bo done to compel her to do so, such a demon- atration scems to be necessary is order to bring that country to a realization of its duties to other countries. But a peaceful solution would be batter.. All that is needed is an abandonment of the claim to

WOMEN CHAINMAKERS.

women

at

The centre of the chainmaking industry by night is bright with the glare of the furnace; by day it is shrouded with smoke and gloom flecked with mud. Here and there men or

aro chalomaking in their own particular sheds, in comps. rative solitude; but most of the work is done in factories, and in some of these workshops there are five or six women at the anvils. Their tongues go la rough rhythm to the bent of the hammers and elluk of the chaine they are forging; but there is no genuine mirth in their din. However womanly they may be at heart, appearances are against them (saye a writer in Britaiti Work). In toil. makeshift apparo), ragged ΟΙ stained, 'ill-fed, and haggard, they are the antithesis of the society beauties who ride in Hyde Park, or graco reception or ball at West-End mansion. The female chainmaker of the Black Country stands long at the forge. She has to work now and again with her child at her broast, or ́with a sharp cye upon the little one as it crawls about the spark-sprinkled floor, Whether her hands are blistered, or her hody scorched with flying iron, she toils on, and, working twelve hours a day, earne iron five to eight shillings per week! She noods no larder, for she lives from hand to month, and if her children can sit to a feast of brand, auaked in hot water and favoured with weak tea, they become quite epicurean. The bell we blowers, both children and old men and women, are worse paid than the female chainmakers. Thop tu n the wheels or pull the bellows beams at the rough rate of threepence per day, making, never- theless, a substantial profit for the forge owners, who do not scruple to charge heavi- ly for the 'breeze' or fuel indispensable to the chainmakers.

The following table is a chronologically arranged list of mail steamer sailings to Europe, America, Canada, and Australia. Coast ports, Manila, and Japan are not given, for steamers are constantly sailing for those ports. the American steamers call at Japan, and the majority of the Australian boats call at Manile and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. The P. & O. maila usually reach London in about 28 days, and the French and German in about 28 or 30 days.

The Boxing Contests.

There was a fairly large gathering of sportsnion at the City Hall last night whon three boxing contests and one wrestling bout wore fought. On this occasion there was a total absence of fouling and the referee Mr Parker is to be complimented upon the manner in which he kept the principals in each event in hand. Against the reforce's doclsions there will be no cavilling, and the applause which greeted the conclusion of each bout showed that the audience wore satisfied with the re- force.

The first contest between Griffith and Coyne was a six-round one and Coyne showed up best, sending in a good straight loft punch with regularity and crossing over with his right emartly. Grifith, who had taken Marriott's place in the ring, owing to the latter's indisposition, did not show up as well as expected, owing to his boing out of condition. He inflicted about as much punishment as he received and showed no inclination to shirk his work. The decision was a draw.

The wrestling bout between J. Witcholl V.R.C., and J. Collins, A.O.C., for the Amateur Championship of the Colony, and a silver cup, proved anything but protracted. The conditions provided that if the first fall occurred withla ten minutes a second fall would be. necessary. When the two men shook hande Witchell towered above

his thick-set opponent, who appeared con: fident. After feeling about for an opening Collina rushed Witchell and they clinched.

Witchell throw Collins on to the mat, where for a few seconds they struggled. Collins' appeared to be working himself

Wrestling.

The wrestling bout at the City Hall last night being won by J. Witchell as expect- od, he will be called up shortly to defend his title as Champion of the Colony. Last. night, almost immediately after the contest, Sergeant McLean, of the A, O. O., offered himself as Witchell's next opponent. The matter will be discussed within the coursu of the next week or so, and if satisfactory conditions can be arranged there is every prospect of another wrestling match taking place. McLean would be a better match for Witchell, as regarda height and weight, than Collins was, and with both men in condition a stubborn struggle should result, The cup which Messrs 8. Newman and T. Weday presented to the winner of last night'a match is a fine silvor one and it is worthy of its object, viz., the promotion of wrestling.

V. R. C. Aquatic Sports. The Committee of the V. R. O. request the attendance of ladies at the Club's enclosurre, Kowloon, on Saturday after noon. The sports will commence at 4 p.m. and the most interesting programme of the three days will be presented. The band of the Royal West Kent Regiment will be in attendance and will play selections during

the afternoon.
