THE PROROGATION OF PARLIAMENT.

A Quaint Ceremonial.

With quaint but impressivo ceremoniaj, Parliament prorogued until the end of Oo. tobor on August 11. The King, not finding it convenient to bo present, appointed the Lord Chancellor, the Marquesa of Linlith- gow, the Eard of Kintore, Lord Windsor, and Lord Ash' ournu to be his Royal Commisioners. The beautiful Chamber of the Peers was bathed in fresh morning sunlight when the Lord Chancellor and his brother Commissioners appeared, robed in oriaison and crmine. The Archbishop of Canterbury attended, in flawing gown and sleeves of softest lawn. His Grace knelt by the woolsack, in front of the two uncovered thrones, and in melodious voice- read the prayers for the day, whilst the peers, in their crimson, bent the knee by the red benches. There was the odour of a service in an ornate Continental cathedral about the scono,

Only two unparticipating peers wore- present, Earl Waldegrave, sitting on the Government lonch, and the Marques of` Ailesbury, on the Opposition side. But on the benches below the opposition gangway weron number of lady visitors, whilst up stairs, in the Strangers' Gallery, lady and gentlemen spectators were gathered, and the uniform of French naval officers was noted.'

The five Commissioners sat in a row on a red bench immediately before the Throve. The Gentleman Usher of the Black Rod (Sir Henry Stephenson) stepped forward in the dark uniform of an Admiral and wear-:- ing all his orders-a pleasing contrast to the blaze of red-bowed, and received instruc tions from the Lord Chancellor to summon the House of Commons. There was along 1370 wait whilo Sir Henry was on his errand,, marching the length of the long corridors.. seeking admission to the Lower House,

On their approach the Commissionera donned their cocked hats and ruined them in salute to the humble obeisance of the gentlemen- of the Commune standing below the bar at the further end of the gorgeous hall. Instantly the junior clerk at the table junip- ed to his feet, unfolded a huge parchmont, and began in strident voice and steeple- chase fashion to shout over the clauses of the commission authorising the fire peers to act as King's deputy, only halting, on naming each to turn toward the pear men tioned and give the most elaborate of 1174 ongecs.

A WAY THEY HAVE IN

MOROCCO.

It is a custom in Morocco that all the! properly of an official revorts at death to the Crown. The logic which leads to such results is simplo (says the Penny Magy: zine), for the Government argues that all ¦ fortunes thus accumulated consist of noneya illegally retained by the authorities. A governor when appointed is probably pos Reseed of no considerable fortune. When he dies ho may be a millionaire. Whence came his wealth? Squeezed most certainly from the tribes under his authority, and thereby ainussed only by the prerogatives of the position in which the Sultan had placed him. It has never struck the Moorish Government that these great for tunes might more honourably be returned to the people from whom they were stolen. The result is entire confiscation to the Crown, including often such privato pro. porty as the governor may have bein pos- sessor of before his appointment. When the mighty fall in Morocco the crash brings lown with them their families, even uncles and cousins and all connected with them, and it is not seldom that the sons of great governors, who have been brought up in. the luxury of slaves and horses and retinues of mounted inon, have to go begging in the

Apparently we have not yet bad the last of Max Müller's writings. There is a short article in the Angust numbor of the Month- ly Review headed 'Some of My Visitors' and consisting of brief notes on several persons who should, in the Professor's view, have been given a place in his reminiscences. Visitors from all parts of the world went to Oxford to call upon Max Müller and they wont in many guises: I often pitied those Eastern visitors,' he writes, 'whon they came from the railroad station in their native attire, or in something resowbling it, as far as that was safe, remember a Mohawk, who came in his paint and feathers, though he had prudent ly thrown a cluak over his native costume." The surrender at Portsmouth was the cause, but the refusal of the police to allow Hibiya Park to be used for a per- fectly peaceful meeting was the occasion, of the riots Early on the morning of Tuesday, the 5th, the police informed the society called the Kowa Doshikai, under whose auspices the meeting was called, that the meeting could not take place. This was a gross broach of privilego, as the park in Municipal property, and Mayor Ozaki promptly lodged a protest. This protest Was diere arded, and at 11 am. the police proceeded to barricade the gates of Hibiya Park. At noon. however, the com mittee of the Kown Dushikai (Anti-Pence Association) arrived on the scene. The logs that blocked the gates wore torn down, and the assembled mob, with loud banzais, poured into the park, despite the efforte of about 350 polico, and began to lot off fire works in honour of their victory, the police standing by in ominous silence and coasing for the moment from active op- position. A resolution, that the peace b not ratified, was passed amidst thunders of applanau. So far the only serious casualty had been one sergeant of police badly injured, but now, after showing their feelings by cheering the Emperor, the mob moved in a serried phalanx on the Homo Minister's house, which is just across the road from the main gate of Hibiya Park. rectly or more or less remotely. It is only upon fails, which we see, hear, feel, tasto, or smell that wo can found our reasoning if we wish to rovoul truth; because basing a conclusion on opinions, on intuitive ideas or on the flights of the imagination, is like building houso upon sand-when the searching flood of acepticism comes it falls. After the introduction, and an essay on pleasure and pain, Mr Jevons treats of utility, labour, exchange and capital, runt and production. A feature in these essays that will be new to many roaders is the use of ourves to illustrato his subject. Thus n diagram is given to show a small boy's de siro for chocolate as modified by the pain of toothache caused by eating it.

In dealing with subjects that are still largely a matter of controversy and conflict Mr Jevons is strictly impartial. Thus he tells us that the reduction in the hours of labour which has taken place in England, America, and Australia is'tho result neithor of legislation nor of the generosity of em ployers, but has been obtained solely by the agitation of the working classes and the

efforts of trades unions. He deduces from this fact the conclusion that whonever a body of employees are almost unanimous in

desiring a shortening of their working days and are willing, with that object; to forego the same proportion of their day's pay, they will haro little difficulty in obtaining the reduction if organised.' Flis remarks on Customs duties aro worth quoting:-

• Customs duties are invariably impedi- ments to exchange. Furthermore, when levied on articles produced in the country, home manufactures are enabled by 'com.
