A Quaint Ceremonial.
With quaint but impressivo ceremoniaj, Parliament prorogued until the end of Oo. tobor on August 11. The King, not finding it convenient to bo present, appointed the Lord Chancellor, the Marquesa of Linlith- gow, the Eard of Kintore, Lord Windsor, and Lord Ash' ournu to be his Royal Commisioners. The beautiful Chamber of the Peers was bathed in fresh morning sunlight when the Lord Chancellor and his brother Commissioners appeared, robed in oriaison and crmine. The Archbishop of Canterbury attended, in flawing gown and sleeves of softest lawn. His Grace knelt by the woolsack, in front of the two uncovered thrones, and in melodious voice- read the prayers for the day, whilst the peers, in their crimson, bent the knee by the red benches. There was the odour of a service in an ornate Continental cathedral about the scono,
Only two unparticipating peers wore- present, Earl Waldegrave, sitting on the Government lonch, and the Marques of` Ailesbury, on the Opposition side. But on the benches below the opposition gangway weron number of lady visitors, whilst up stairs, in the Strangers' Gallery, lady and gentlemen spectators were gathered, and the uniform of French naval officers was noted.'
The five Commissioners sat in a row on a red bench immediately before the Throve. The Gentleman Usher of the Black Rod (Sir Henry Stephenson) stepped forward in the dark uniform of an Admiral and wear-:- ing all his orders-a pleasing contrast to the blaze of red-bowed, and received instruc tions from the Lord Chancellor to summon the House of Commons. There was along 1370 wait whilo Sir Henry was on his errand,, marching the length of the long corridors.. seeking admission to the Lower House,

There is a short article in the Angust numbor of the Month- ly Review headed 'Some of My Visitors' and consisting of brief notes on several persons who should, in the Professor's view, have been given a place in his reminiscences. Visitors from all parts of the world went to Oxford to call upon Max Müller and they wont in many guises: I often pitied those Eastern visitors,' he writes, 'whon they came from the railroad station in their native attire, or in something resowbling it, as far as that was safe, remember a Mohawk, who came in his paint and feathers, though he had prudent ly thrown a cluak over his native costume." Japan are not given, for steamers are constantly sailing for those, ports. the American steamers call at Japan, and the majority of the Australian boats call at Manila, and, in addition to those vessels, special steamers run there. The departure of every steamer is subject to alteration. After the introduction, and an essay on pleasure and pain, Mr Jevons treats of utility, labour, exchange and capital, runt and production. A feature in these essays that will be new to many roaders is the use of ourves to illustrato his subject. In dealing with subjects that are still largely a matter of controversy and conflict Mr Jevons is strictly impartial. Thus he tells us that the reduction in the hours of labour which has taken place in England, America, and Australia is'tho result neithor of legislation nor of the generosity of em ployers, but has been obtained solely by the agitation of the working classes and the
efforts of trades unions. He deduces from this fact the conclusion that whonever a body of employees are almost unanimous in
desiring a shortening of their working days and are willing, with that object; to forego the same proportion of their day's pay, they will haro little difficulty in obtaining the reduction if organised.' Flis remarks on Customs duties aro worth quoting:-
