consfield as his confidential adviser. The atory exposes some of the tricks of Russian diplomacy. Lord Rowton said-
*One morning I razle use of my privilege to be present at the meeting of the Military Commissioners of all the Powers, who had met to settle finally a question of the frontier between Russis and Turkey, (Roumania 7)
What I am going to tell you will strike you as extraordinary. But if you don't believe me, ask Sir Lintorn Simmons, who is still alive, and who was then our chief military representative, or his Assist- ant, a very able oficer, Sir John Ardagh, Ask them whether they can confirm my story or not. At the previous sitting of these Military Commissioners a frontier line had been agreed upon, which took a zigzag form thus (indicating the position on the gravel with hi, walking- stick)-
*At the next meeting, which I attended, wo found a most curious alteration of the map. Instead of the frontier running as indicated above, it ran [straight across a curve].
"The effect of that was to give Russia certain pass which the Commissioners. hád previously agreed should remain the pro perty of Turkey.' You mean, I asked, that the Russians had altered the map?' ‚'Of course,' said Lord Rowton, the Com missionera put that right; and, although

I had met him practically every day of my life in London; he was a regular type of the Russian diplomatist, spent all his time apparently in going about in society, and flirting with all the pretty women. He used to say he never felt fit for business until he had drunk a couple of bottles of 'dried' champagne, Being very indignant about this matter, I challenged him about It, and said, 'Look here are you aware what your fellows have done? THE 'YU LAN FESTIVAL. THE OWL, GRILL & OYSTER
How it Originated.
In connection with the Yu Lan holis day, or 'DevilFestival 'a correspondent for. wards us the following interesting account of how it originated and the reason for burning so much joas paper and cash in the strecta. The story is as follows:
A man named 'Muk Lin,' had a very bad tempered inother, who continually whipped the servant girls, and was constant- ly quarrolling with her relations, her family and clauswomen. She became so cross and crabbed that she was a nuisance to herself and everybody else, especially to Muk Eln... So he net about thinking what could be done to alter his mother. He thoughit of everything in the vocabulary of changes, but all to no use; his mother would only scold him the worse. Finally, he prayed that something would come and take away his one source of annoyance, his mother. His prayers word answered in the person of His Satanio Majesty, Yin Lo Wong,' who promisedMuk Lin' that as soon as his mother was cured of her fatal malady, he would return her to her home, but until then he would be compelled to take her to his domains.
At first this pleased 'Muk Lin,' but ag timo rolled on he began to worry about it. ould his mother over come back again ? Would Satan keep his word? He found himself thinking about it day and night, and, he being the cause of her disappear. anco of course, it bothered him more. One night he dreamt that his mother visited him for a minute. Her haggard face and Hunker oyes quickly told him that all was not well with her. She told him that the Infernal Regions ('Toi Yuk ') WAS 11 awful place, and that she was to be tor tured without ceasing forever.
to
After this dream, sorrow came into his life, and he c■gaged a groat many priests to intercede for him with his Satanic Majesty. The intercession of the Priests resulted in the Devil coming in person visit Muk Lin'. 'Muk Lin' asked to bo allowed to go and soo his mother. His Majesty consented, and he, himself, con- ducted 'Muk Lin' to his place of torment. There he saw his mother being put into
a pot of boiling oil, and then pulled out again. Each time she was pulled out, ber tongue would be tugged at by the roots. He also saw that his mother was blind, This so affected 'Muk Lin' that he implored the Devil to allow him to take hig mother's place.
To this, of course, His Majesty said, *no. But Muk Lin' persisted so strong.
ly that the Doril agreed to shorten her
stay.

TWO SISTERS SAVED
By Morner SOIL'S SYRUP, FISH THE MISERIES OF INDIGESTION AND
PERUATE FROM J
DEATH.
When Mrs. Katie Marais, who resides at No. 1, Strand Street, West Bank, East London, 6. C., declares that the lives of both herself ond for sister were saved by the use of Methor Seigel's Syrup, the assertion becomes important to the whole community in which Mrs. Marvis livos. She had bean for four miserable years greatly afflicted with complicated stomach troubles, ordinarily called indigeation. When he bad grown tired of enduring ber miseries, and almost beyond the hope of over securing relief from them, her sister, Mrs. Elizabeth Bouwer, of No. 40, Smith Street, West-Bank, East London, advised her to try Mother Seigol'a Syrup. Her sister had already used it, and: Inew of its wonderful curativo power. So Mrs. Marais began using it, with what good results she tells you in the letter which follows, and which was dated January 4, 1905-
"For four years," she says, "I suffered from biliousness, constipation, and pains across the chest, which I am informed is one of the symptoms of indigestion. I did not know what it was to feel well during thoso long years; I was almost afraid to eat anything, as I know it would make mio vomit and retoh afterwards.
"I would lay down to rest, hat there was. little or no rest for me during the whole period of my illness; I would always wake up after a restless hour or two's sleep and wish for morning to arrive. No medicine seemed able to help me in the least. My bowels also gavo me a deal of trouble; for days at a time I would bo constipated, and each severe headaches would follow.
**It was through my sister. I heard of your Mother Seigel's Syrup, and I may say she voices my sentiment with reference to its good qualities. It saved her life, and I can lionestly Bay that bad I not taken it in time I would not be here to-day to record those facts of my cure.
After naing four bottles I was put on tho right road to regain my former good health, and all these unpleasant symptoms are now of the past, the result being due only to the ourative powers of Mother: Beigel's Syrup. I have recommended it to several of my friends." Mrs. Elizabeth Bouwer wrote as follows on January 5, 1905, from bor home in Smith Street, West Bank My life was despaired. of some little time back. I had been very ill with yellow Jaundice and became no weak that I had to be fed through a tube. The doctors did their best for me, but I became worse and worse, and all hopes of saving my life were givoli up. A friend who saw my condition thought it was my weak stomach (which could not retain food) that caused my trouble, and that something Abould be used, first to strengthen my stomach. My friend's reasoning. Baved my life; for Mother Seigel's Syrup was given in mall quantities from time to time during the day, and very soon I commenced to feel very hungry and also that I had new life given me, I am and
a strong, healthy-looking person to-day,
deeply indebted to Mother Solgel for curing
me.

With such failures it was hardly to be expected that the rank and file of the team could rise sufliciently high to take thoir places.
The Attorney-General-The prisoner is charged with the murder of a girl, named Shok Kau, on June 20. The murder took place somewhere on the waters of the Colony near Saiwan. The facts as they will be disclosed by witnesses are as follow: -----The dead girl's parents own a bouse boat at Shaukiwon and also a passenger boat, in which the girl used to ply for hire.. The prisoner is well known, to the family and had used the passenger boat on two or three occasions. THE BOYCOTT.
THE CHINA MAIE.
Permission To Meet Refused.
In connection with the boycott movement two are informed that the permission to hold a public meeting, sought by the Chineso Commercial Union, has been definitely refused by the Governor.
The Chinese community continues to be considerably excited over the matter and unjustly throws most of the blame for the failure to hold a meeting on the shoulders of Mr Fung Wa Chuo.
Three of the local Chineso papers have published scandalous and indecont attacks on this gentleman in connection with the matter, and the Government might offer him some protection from similar attacks by bringing those responsible to account.
Owing to the manner in which worda have been played upon it is doubtful whe- ther the attacks are libellous or not, but some of thein are decidedly indecent, and on this ground the papers in question should have brought themselves within the law.

*Practically all free libraries have been compelled, in order to avoid utter collapse, to dower their shelves copiously with the best-or rather the most popular-modernHAB novels. By this course, and by this alone, have the people at large. been induced to make use of the means of self-culture 50 lavishly thrust upon them, with the best
intention in the world, by well-meaning
enthusiasts. If free librarica had had to
win support on their merits-unaided by novels and Mr Carnegie-how many would be open to-day? Those that could survive would be doing good work, of course, and would be valued centres for students, in- stead of being mero fiction dopots in which the scholar is of daily decreasing impor tance.'
ק
There is a good deal of truth in all this, but also there is something to be said on the other side. Literature-though per haps A. S.' may think differently-is not made up wholly of novels. The writer of 'serious' Looks on history, economics, biography, and the like, has had a very bad time during the period in which the novelists have done pretty well. He has had to consider himself lucky if he can even find a publisher who will lay his work before the world without making him pay for the privilege. The multiplication of free libraries has created a small, but,

this class and it is even possible that in course of time the writer of a first-rate his- tory may make as much money as a fourth- rate romancer. In the meanwhile, we quite agree with A. S. that the free libraries were not intended merely to supply the masses with bad fiction, free of chargo.

A REPORTER'S Success.
TOT often (says an English paper) has a reporter to interview a Bride, on her Wedding morning, but a Manchester press. man recently attempted this delicate task.
He reached his destination only in time to examine the confetti which had greeted the departing couple. But a week later the persistent reporter found the newly. wedded pair, Mr and Mrs Ridgard, at their home, 20, Walton-street, Miles Platting, England.

question is Mr Guy Thorne's "When it was Dark," which, it seems, sold even to its ninetieth thousand. But the publisher, Mr John Long, anticipates a atill greater auccess with the author's latest novel, just issued under the title, "A Lost Cause." The book, so runs a modestly worded intimation, is in a sense inspired.''} That is to say, "'s body of influential Church people and priests have known that it was being writton, and have helped the author with very special information." No doubt "A Lost Cause" will secure its share of attention from the pulpit, and sell by the thousand in consequence,
The plaint of the modern novelist is given a new form by A. S.' in the Academy, who says that the real foe to his profession is the Free Library. In this way -

** Practically all free libraries' have beon' compelled, in order to avoid utter collapse. to dower their shelves copiously with the best-or rather the most popular--modernHAS novels. By this course, and by this alone, have the people at large been induced to make use of the means of self-culture so lavishly thrust upon them, with the best
intention in the world, by well-meaning
enthusiasts. If froe libraries had had to win support on their merits-unaided by novels and hir Carnegio-how many would be open to-day? Those that could survive would be doing good work, of course, and would be valued contres for students, in- stead of being mero fiction depots in which the scholar is of daily decreasing impor- .tance.'
There is a good deal of truth in all this, but also there is something to be said on the other side. Literature-though per hops A. S. may think differently-is not made up wholly of novels. The writer of **serious' Looks on history, economics. biography, and the like, has had a very bad time during the period in which the novelists have done pretty well. Ho has had to consider himself lucky if he can
