She is similar in general design to the modern steam whaler, though with rather sharper lines. Her aides and bows have, however, been specially rounded, so that she may be able, it squeezed by the ice th lift herself free. Her gross tonnage in 614 tous, and hof estimated displacement about 1500 tons. Treble frames and double planking give her walls a thickness of from 2ft to Haft. Twelve feet of solid deadwood strengthens the bow, while falas keels and 1174 Lelsons 6ft deep run along the entire length
of the

It also advises the establishment of Central Traffic Board, with functions of an advisory and semi official character, and the appointment of an advisory board of engineers.

Mainly as a scheme for ultimate realiga. tion, the commission recommends,, if it is financially possible, the construction of two main thoroughfares though London, one from went to east, and the other from north o sonth, each with four lines of tramways on the surface, and four lines of railways below, the surfne, the motive power to be electricity.
The probible cost of this latter auliemo is put down at £24,000,000.
The commision is not unanimous in its
report.

The commission considers that even if the municipality finds the money for construc "tion, it would be bet er to lense the tram- ways to a private company if the municipality desires a reasonable profit.
The Royal Commission on London Trattic was composed of many eminent men, and included mmbers of Parliament, civil énginkers of great repute, and prominent bankers. The length of its sittings, two years and six months, iu ovidence that all available proposals have been thoroughly sifted, and from the report, of which we give a summary above, it is gathored that a most comprehensivo scheme has been draft- ed for relieving the overcrowded state of London, and bringing the workers, who will thus be able to remove to healthier surroundings, quickly and cheaply to their daily labour in the Empire's metropolis. Both paragraphs of the Commission's terms of referonco have been fulfilled, for it was appointed to inquire into the means of locomotion and transport in London, and to report (a) as to the measures it deems most effectual for the improvement of the
same by the development and inter- connection of railways and tramways on or below the surface, by increasing the facilities for other forms of mechanical locomotion, by better provision for the organisation of vehicle and pedestrian traffic, or otherwise, and (b) as to the desirability of establishing some authority or tribunal to which all schemes of railway or tramway construction of a local charactor should be referrod, and the powers which it should be desirable to confer on such a body.]
