If Russia should think Eastern Siberia not worth £200,000,000, Japan may think it cheap at the price, and she would probably be able to extract $200,000,000 in money from that country within a few years by giving to an English or an American syndicate a few concessions for building railways in Siberia or for exploiting the mineral wealth of the soil. The article is well worth perusal, for we are quite inclin ed to think Russia cannot evade paying an indemnity, unless she is willing to evacuate not only Manchuria but the whole of Eas tern Siberia as well.-L. and C. Great Wall. At Newchwang over 6,000 have been temporarily housed, fed, and sent to various parts of Chibli and Shantung. From Hsin-min-t'un over 20,000 have been transported, chiefly coulies from the Russian railways and mines, who had been thrown out of employment by the war. After the battle of Liaoyang and Sha- ho many hundreds of wounded Native men, women, and children were received into the hospitals at Liaoyang and Moukdon, while more than 10,000 homeless refugees, mainly women and children, have been sheltered and fed in the hospices of the Society. Some 20,000 wadded garments were distributed by the Society at the beginning of winter, and about 5,000 families, whose houses were not demolished but whoso crops had been destroyed, were being supplied with suf- ficient grain to carry them at least through the winter. In addition to the relief work of this Society, the Tartar General at Mouk- den has been unremitting in his efforts to ameliorate the sufferings of the people, and a bright feature in the genoral gloom has been the cordial way in which the Chinese officials have throughout co-operated with Foreigners in this work of mercy.

The British steamer Tsinan reports After loving port the weather was fine, without any appreciable change on the morning of the 8th August, experienced typhoon which lasted all day, the weather theh moderated and continued fine, with alight S. W. winds to port.
