An important-order was issued to night by President Rooser announcing the policy hereafter to be followed by the Administration in making appointments or promotions in the military branch of the. Government. The President ordera that if any officer of the Army or Navy hereafter shall solicit influences aside from the records of his sorviço on file in the War or Navy Department in order to obtain promotion
or assignment, he should bo debarred thereby from the advancomont.or detail which he is seeking. The order says:—
The records of the departments will con- talu full and detailed information in respect to the character, military services, and geno. ral attainments of all officers composing the military establishments. The records so obtained set forth the relative incrits of all ́ officers of all grades of ranks in the several branches of the line and staff and enable all vacancies which occur in the military service to be filled after a careful compari- son of the records of those officers who are oligible under the law for particular assign. monta or details.
The records of the Navy Department furnish evidence of the character, service and ability of all oflicers of the Navy, founded upon the official reports of those officers whose duty it is to make thom. The reports are sufficiently specific to enable the Department to determine the particular duty which each officer is fitted to perform without the intervention of

M. S. S. Co.'s ́8.g. Manchuria sailed from Manila on the 8th August, at 11 a.m., and is due to arrive at Hongkong on Thursday morning, the 10th August, at 8mm. Tho C. P. R. Co.'s B.8. Empress of China arrived at Nagasaki at 8 30 a.m. on Monday, the 7th August, and left again at 4 p.m. on same day for Kobe, where she is due to arrive at nt 8 p.m. on Tuesday, the 8th August, The C. P. R. Co.'s 6.8. Empress of India left Vancouver on Monday afternoon, the 24th Ju y, for Hongkong, via the usual Ports of Call.
