The plant, though requiring a con- siderable amount of moisture, will not thrive on swampy land, its favorite habitat boing well watered slopes where the drain ago is good, and like coffee, should Lo pro- tected from the direct rays of the sun while growing. Richness of soil dons seem to be essential to its proper development, as it is sometimos found growing on the slopes of "volcanic formations that liave not yet been sufficiently disintegrated to make good deep soil. The slope of the beautiful Mayon volcano is the very centor of the hemp pro ducing district of Albay..
The value of the plant lies in its leaves, the petioles or leaf stalks which contain the long, white fibers for which it is so widely -cultivated. The are many varieties of the plant, in somo places as inany as fourteen being recognized, which differ as to varia- tions in the color, shape, the number of shoots that spring from the roots, as well as the strength and development of the fiber. In Albay experts distinguish vario. tics by the size of the stalk, the shape and size of the Inf and especially by the strength of the fiber. No systematic and onlightened effort has over been made to devolop by cultivation the desirable qualities of the plant, as has been dono with oranges, c fice, and many other dogir- ablo growthe.
It is a fact worthy of note that hemp has not been cultivated in other countries where similar climatic conditions obtain. It is thought by those who have given some" attention to the subject that the failure to transport the industry to other countries oager to share in the gains derived from. this rich product, is owing, not-so-much to -the non-adaptability of the plant-for it has been grown successfully in the botanical garden a Saigon, in Cochin China and also in British India-us to the fact that the successful treatment of the fiber is peculiar to the natives of the Philippines, an art acquired through long years of practice.
There are few crops less exposed to accid. ent than hemp. Dry weather may parch the growing plants, but with the rainy season as régular as the tides, this risk is small indeed, The dense protecting forest growth shields the plants from hurricanes, while the highlands on which it grows dro safe from inundation. newspapers, is apparently one of the peculiar people known as Pan-Colts. Lord O'Brien described a Pan-Celt as 'one whoj advocates that everything should be in Irish instead of English.'
The main object of this little clique is to promote the revival of the Irish (Gaelic) language and literature. Mr Yeats, for instance, "writes Irish dramas, while Mr M' Bride paints his name and address in Irish on his cart. The question before the Court was whether, in so doing, the defendant complied with the act. Mr Walsh conten- ded that the words, legible letters,' should be taken to mean opposed to letters obliterated or defaced.' The Irish words
on the cart were legible to anyone who knew Trish, and it was stated that there are 640,000 persons in Ireland who speak that language, and 12,000 in the Union of Dunfanaghy, 2,000 of whom know no other tongue.

The discussion wandered off into the question whether a name painted in Turkish or Chinese would be a breach of the statute. Lord O'Brien evidently enjoyed the afgument, and remarked that it was a very interesting case. He asked Mr Walsh if ho could read Irish himself. Counsel anKWONG FOOK CHEONG swored cautiously, "A little, my lord,"-a reply that provoked laughter in the court, Mr Walsh stated that the Irish characters are not distinct character, but are the English letters that were used by the Saxons in the time of Alfred the Grest. Mr Atkinson, who appeared for the Crown, maintained that the meaning of the act was. that the name and address should be in English, and that if they were in any other language the law was not obeyed. The Court reserved judgment.
