Dr T. Seng, Hogakuhakushi (now Pło- fessor in the Kyoto University) contributes to the current number of the Remus Diplo
matique (a Japaneso magazine) an article on the terms of peace, which, in view of the present situation, will be road with interest.
Although the Japanese people are united in the prosecution of the war, BAYB Dr. Senga, they seem to have arrived at no common understanding as to the principal conditions on which peace is to be restored, and the lack of unity in this respect may result disastrously for Japan when the fruits- of victory conie.to be gathered in. Regard. ing the terms of peace Japanese opinion is as widely divided so the views are divergent. Among the moderates there are those wlio would like to see the war stop with the occupation of Harbin or Vladivostock; the latter to be merely held pending payment of an indemnity by Russia. On the other hand, one section of the "inflexiblos" insista on the annexation of Vladivostock 1378 irrespective of indemnity; the second saye the war must go on until the Baikal is reached; while the third, the most strenuous, urges that the campaign should be pushed on to the west of the Baikal. As the war is conducted by the united resolve the nation, so the terms of peace, on which the future welfare of the 'country depend, must be sought by the united Action of the people. It is the
