RIFLE CLUBS.
Lord Roberts has addressed an impres sive appeal to the nation-to-take to heart the necessity for encouraging rifle shooting as a national pursuit, and for establishing a system of obligatory physical training, He estimates that, to put on a satisfactory footing the scheme for the general establish. ment of rifle clubs throughout the country, at least £100,000 will be required, and invites subscriptions. In the course of his appeal he says:—
*If the war teaches anything it is this, that throughout the empire-in the United Kingdom, its Colonies, and dependencies- there is a reserve of military atrangth which for many reasons we cannot, and do not wish to, convert into a vast standing army, but to which wo may be glad to turn to again in our hour of need, as we did in 1899. I entirely agree with this opinion. Before the South African war our military organisation did not contemplate the pos- sibility of our having to despatch ́ ́auross- the seas any force larger than two army corps and a cavalry dision—that is to say, about 80,100 men. For that war we had 1378 suddenly to improvise an army of 250,000 It should be remembered that the nation is liable to other and even more serious contingencies then those wa had to face in South Africa. If these continge encies should arise, I have no doubt that the Auxiliary Forces of the United King dm and the local forces of our Colonier will again give most valuable assistance to the Regular Army; but, in the last resort, the independence of a Stato depends not only on the willingness but the ability of the nation as a whole to take up arms in self-defence.

Skill in the use of the rifle may now be acquired in two ways:-1. By long range practice, as at Bisley, at stationary, dis- appearing, or moving targets. 2. At *short-range' practice at the targets aboro described, with miniatare or reduced chargo' ammunition, on open or covered ranges not exceeding 100 yards in length, which can be arranged for almost any- whore, even in a crowded town.

In the first place, we have our own strikers marching on London—a movement which is discouraged by the leaders of the Labour party, who think it will only add to the number of the unemployed in the metropolis, and will have no good effect. The following table is a chronologically arranged list of mail steamer sailings to Europe, America, Canada, and Australia. Coast ports, Manila, and Japan are not given, for steamers are constantly sailing for those ports. All the American steamers call at Japan, and the majority of the Australian boats call at Manila, and, in addition to those vessels, special steamers run there. alliéns, and mostly of Jews. The M. M. Co.'s steamer Sydney, with the FRENCH MAIL of the 23rd June, left Singapore on Monday, the 17th July. at 2 p.m., and may be expected hero on or about Monday, the 24th July. This packet brings replies to lottors despatched from Hongkong on the -20th May.
The C. P. R. Co.'s 6.s. Empress of China arrived at Yokohama at 8 a.m. on Monday, the 17th July, und left again at 2 p.m. on same day for Yokohamo, where she is due to arrive at 2 p.m. on Tuesday, the 18th July.
The O. P. R. Co.'s s.s. Empress of Japan' arrived at Nagasaki at 8 a.m. on Mon- day, the 17th July, and left again at 4 p.m. on sano day for Kobe, whore aho is due to arrive at 9 p.m, on Tues- day, the 18th July.
Steamers Expected.
The C. P. R. Co.'s 8.8. Athenian arrived at Kobe nt 8 p.m. on Sunday, the 16th July, and left again at 4 p.m. on Monday via Nagasaki for Shanghai, where she is due to arrive at 5 a.m., on Friday, the 21st July.
The O. P. R. Co.'s s.s. Tartar left Yoko- hama on Saturday afternoon, the 15th July, for Victoria and Vancouver,
The .s. Yochow left Shanghai on July 14th, via Amoy, for this port, and is due to arrive on 19th July.

The American & Oriental, s.s. Caulsdon,
from New York, left Singapore on the| 14th July, and is due here on or about Thursday, the 20th July.
The Boston S. B. Co. Tremont, sailed from Seattle on the 24th June, for usual ports of call.
The Java-China-Japan Lijn atr. Tjipanas left Moji, via Swatow and Amoy, for this port on the 16th July, and may be expected here on or about the 29th July.
The 8.8. Arabia sailed from Portland on 2nd July, and is expected to arrive hore on August 3rd.

The following notice is issued by Mr Figg of the Hongkong Observatory-
Un the 8th at 4.0p. The morning the typhoon was moving towards NNW to the W of Nagasaki. On the 19th at 11.56 p. The barometer-has-risen-slightly on the China coast, and fallon a little over the Philippines.
The typhoon has probably moved into the W. part of the Sea of Japan.
The Japanese returns are, however, not yet to hand.
Pressuro romains low over Luzon and probably another depression is forming in the Pacific...
Light variable winds will probably prevail in the Formosa Channel, and moderate NE to NW winds over the N- part for the China Sea.
Forecast:-Light variable winds; fair.
