SIB, The Prime Minister's recent speech on the problem of Imperial Defence is of such importance, and the complacent acceptance by the nation of some of the con" clusions indicated therein would, in the opinion of the National Service League, be fraught with so much danger that it asks the courtesy of your columus is which to' offer a few words of criticism and protest.

The main points in Mr Balfour's speech were (1.) that the landing of 70,000 troops in this country is impossible under cor- tain cofiditions described by him as present- ing the problem in a very concrete and very moderate shape. (2) That, while no. surprise is possible in the case of India" we should requiro eight divislons of in fantry and other corresponding arnis on the outbreak of war with Russia and that, in order to guard ́against the possibility of sach war, we must let Russia úndorstand that the building of railways in Af- ghanistan will be looked upon by us as a casus belli.

Mr Balfour believes that if we adopt this precaution it is not at all beyond the mill- tary power of this country without any fun- damental reorganisation of its forces....

The Hankow correspondent of the Shanghai Mercury, writing on June 27, Bays:---

For the past few months, people taking a view across the plains at the back of Hankow, have noticed in the distance certain little red flags fluttering in the breczo. Later on, when folk were expect. ing to find the usual inundation, they were surprised to find that although the River Yangtze had risen to 36 feet, there was no sign of the floors appearing. During the past winter there has been a good deal of discussion in high quarters, 8 to the ndvikatility, possibility of building a dani from the Seven Mile Creek to the Han River.

Plans were put forward by a well known firm in Hankow, but the Viceroy evidently thought that he was as good as the best. He therefore passed the order round that the dam had to be built, and in time to

prevent the floods this year.

The C. P. R. Co.'s 8.8. Empress of India arrived at Vancouver on Monday, the 10th July, at 2.30 p.m.

The O. P. R. Co.'s 6.9. Empress of China left Vancouver on Monday afternoon, the 3rd July, for Hongkong, vin the usual Ports of Call.

Steamers Expected. The C. N. Co.'s s.s. Chingtu, loft Kobe via Kuchinotzu on the 7th July, at day- light, and is due here on July 13th, p.m.."

The C. P. R. Co.'s a.s. Turlar arrived at Nagasaki at 7.30 a.m. on Tuesday, the 11th July, and left again at 3 p.m, on same day for Kobe, where she is due to arrive at 5 a m on Thursday, the 13th July.
