In a paper on The Morale of Troops the Revue des Deux Mondes—in which he sharply criticises the present status of French army-General de Nógriør, the vetoran of the Franco-Prussian War,· Algeria, and of Tonkin (now hale in hi sixty-sixth year), attributes the successo the Japanese to paychio traits, Apropos the famous battling up at Port Arthur
says:

To remedy this defect, the Law of Trusts for Second Debentures was, simultaneously with the Railway, Factory, and Mining- Mortgage Laws, promulgated in March last. In virtue of these laws, a company may on tho. ono hand nortage its property and IBAU debentures thereon, while on the other, official recognition is given the establishment of trust com- panies whose object is to engage in trust business connected with secured debentures. The total amount paid-up of The share-capital or contributions in money of a trust company must be not less than a million yen ; and its business is under the control of the competent authorlties. In the event of a company proposing to issue debentures secured on things, such issue- contract must take place according to the concluded under a trust-deed with a trust company; and a company which proposes to invite subscription in a foreign country for its debentures secured on things may, with the permission of the competent authorities, conclude acontract with a foreign company. The security on things to be attached to debentures is limited to the following;- (1) Pledge of movable property; (2) Pledge of a claim under a written instrument; (8) Mortgage on immovable property; (4) Mort- guge on vessel; (5) Mortgage on railways; (6) Mortgage on factories; (7) Mortgage on mining.
A company which proposes to invite sub- scription for its debentures may under a trust contract authorise a trustee company to make such invitation; and the trusteo company itself take up, or cause a third party to take up, the entire amount of the debentures. The security on things under a trust contract belongs to the-trustee.com- pany for the benefit of the entirè deben. ture right specified in the trust-deed, and the same company is under obligation to preserve and exercise the security for the benefit of all the debenture holders. It is belioved that the effect of the above-men- tioned law and the three mortgago laws connected with it will be very great on Account of the impetus they will give to the development of our industries.

The plaintiff in this action had secured judgment against the defendant in the Circuit Court of Oregon, U.S.A., but at that time defendant, who is a British sub- ject, was absent from America. It was contended on defendant's behalf that he had not submitted to the jurisdiction of the U.S.A. Court, and therefore the judg ment had no effect. On the other hand it was contended that by entering into a bond jurisdiction of the U.S.A. Court, in Oregon defendant had submitted to the

I often noticed what a peculiar warm musty taste there was in the porridge (parritch,' as Mrs McColl termed it). It never seemed to come steaming hot from the saucepan, and Mrs. McColl used at times to perform "some sleight of hand work producing it. I determined to solve the mystery. I crapt quietly in one morning and caught hor in the very act-placing my porridge under the bed clothes. I stopped taking my breakfast at the lodgings. For my dinner I occasionally bought a piece of meat and Mrs McColl cooked ir, and I used often to fetch a small snack for tea which

Coromandel, with the ENGLISH MAIL of the 19th May, left Singapore on Saturday, the 8th July, at 11 a.m., and may be expected here on or about Thursday, the 13th July, at 6 a.m. This packet brings re- plies to lottore despatched from Hong- kong on April 8th, and the parcel mails closed in London for despatch by the all sea route on the 7th of June and for despatch overland on the 14th June.
