SPIONKOP. AND THE TUGELA.

In his third volume of the Tinta History of the Boer War' Mr Amory, the... editor, hry some caustic things to say about the melancholy history of Spionkop.

To begin with, the flanking movement. In the direction of Potgieter's Drift Was not really a flinking movement at all. It was conducted so slowly in the full view of the Boers that the element of surprize, which is of supreme importance, was entirely lacking. It was simply moving the army from one place to another in order to begin n frontal attack similar to the one which had failed at Colenso. Then to complicate matters Baller gavo over the direction of the main attack to Br Charles Warren, whom he then preceded to watch and criticise as if he had been the umpire at mancouvres. Sir Charles War- ren was slower, if possible, than Buller himself. He deliberately discarded the opportunity which Dundonald's energy gave him of rolling up the right flank of the Boers, and threw away day after day in an aimless artillery preparation. Bullor at length began to jog his elbow, with the amazing result that a plán of attack was. 1376 chosen, not because it approved itself to either of them, but because it sorved as a sort of compromise. The story, as told in the volume, is as extraordinary as any- thing in the annals of so-called scientific warfare:--

Buller, meanwhile, as the result of his inspection on the loft flank, had become more strongly convinced than ever that *** this was the side to attack from. He worked out a plan for an attack, and sont it to Warren in a latter. But it was a mero suggestion which Buller did not oven BUILDING at CAUSEWAY BAT, at try to enforce by aceing Warren on his way

Despite the onervating influence of com- mercial and industrial progress, the Japan- is ese is still the Samurai-the soldier who ever ready to lay down his life for his lord. This spirit of self sacrifice animates every man who take up arms in defence of his country.

If I were asked to put in one sentence the cause of the unbroken series of victories in Manchuria, I should say, "It is because every Japanese goes into battle determined

to die, and it is therefore the other man who dies."

This spirit finds expression in many, ways.

Mr Beavis-I think if the three state-- monta are taken together the creditors were taking his goods, he could not pay his debts, and giving a statement of his liabi lities and assets it would tend to make it stronger.

After further argument, the Chief Justice said that, subject to anything Mr Bowley might say, he was prepared to hold that what the debtor meant was 'I cannot pay you; my assets are so-and-so, my liabilities. are so-and-so; if you press me I shall have. to suspend payment! There is no doubt that the observer of eventa from a distanco can form a saner and sounder view of their importance than he who is in a sense mixed up with them and who is consequently affected to some degree by the emotions which their occurrence and in charge of the 8.8. Thus about the last person in the lawfully did infringe a regulation made by world who could usefully forecast the future the Harbour Master under Section 4, of that effects of the great victory achieved by Togo Ordinance, and published in the Govern- is perhaps your correspondent. ment Gazette on the 10th June, 1904, name- ly¡Regulation No 5, and that he failed to use his utmost care and diligence when bringing the said ship up to the No 1 wharf of the Godown Company to avoid accident or damage to the said ship, whereby the said ship struck the No 2 wharf and became damaged thereby. The first question for my decision is as to when the duties of the pilot under this Ordinance are_at_an

end.

But I can tell you something about the manner in which the news was received and the effect of this last and greatest triumph upon the people. It is unfair to judge of great nation by the demeanour of either its most superior or inferior class. It is upon neither that the weal of a nation really depends. All history tenches us that ultimately it is the views of what we call the middle class, the solid section of the community which creates the wealth upon which the others live, which prevail-and as those views aro sound or unsound so will the tendency of the nation be towards steadiness or in- stability. Taking the ruling class first I find that the immensity of the victory has not altered in one whit the inscrutable and unemotional calmness with which they have mot each development of the war..

In effect they say 'We commenced this war with a definite object in view. Much has been accomplished and we have con fidence that eventually we shall succeed.

Meantime we

ed solu Commissioner, Captain Brinkley, I inay explain, if there lives a man with soul so dead as not to know the most relevant frotrin contemporary history, is the editor of the paper named. Another editor has made the excellent suggestion that as the editor of the Mail, and apparently the cou- stituency which his paper serves, bolievo that the award is wholly iniquitous they should voluntarily continue paying the tax and abstain from demanding a rofund of the monies already paid, So far there has been no announcement that the suggestion has been hastily and enthusiastically adopted.
