Sir Hiram Maxim's Opinion.

The following official communication was issued by the Admiralty on April 27 with reference to the alleged faulty condition of 12-inch guns on fifteen battle ships in the British navy--Uno 12-inch Mark VIIT gun ornoked its muzzle on board the **Majestic," and "a second gun showed signs of a crack in the inner A tube. They had fired the equivalent of 66 and 75 luil charge respectively, and on examination the steel of the inner A tubes was found to be soft, and this was the probable cause of the weakness. The two guns were ex changed, and are being repaired, and will he shortly reissued. With reference to the statements which have been published, it is sufficient to quote the fact that the frat 12-inch Mark VIII. gun fired 163 full charges. before boing relined. It is necessary for the- sake of history that some appropriate name should be allotted, and as all nu- val battles are invariably called after the land nearest where they are fought it can be almost taken for granted that Tsushima will score the honour. Re- ference to Trafalgar brings to notice the long arm of coincidence between the battle which made Greit Britain Mistress of the Seas, and the one at Teuslima which has given Japan a Goods por Daghestan-undelivered after comparatively free hand in these waters.

The Hon. Attorney General moved the second reading of an Ordinance to facilitate the transfer of land in the New Territories and for settling disputes in respect thereof and for other purposes.
