New System Rejected.
It is proposed by the military authorities alter the present stom of recruiting, and to return to the old principle of the regiments canvassing for their own men, It is stated that the present plan of secur ing enlistment by moans of a special staff of paid recruiters does not bring the best results. The recruiting staff uniform is nattractive, being too sombro to catch the ye of likely youths.
It is proposed that the regiments and battalions at home should send out well. dressed, smart, Doncommissioned officers Into areas prosoribed for them, to show intending recruits the uniform of the corps, and it is believed that so many different uniforms seen about the street will have an attractive effect, and result in more men being enlisted. The reason for displaying the uniforms is more imperative now, since the régiments are being given back their

'Some Theories Concorning It
As pointed out in our editorial columna on Saturday mosquitoes are more numerous this year than they have been for many summers past, more especially since the Sanitary Board commence to wage war against them. People living in the upper levels and at the Peak, too, arethe greatest sufferers. Formerly they had a great ad, vantage over residents of the lower portions of the city in being comparatively immune from the attacks of these little pests, but now the tables appear to have been com- pletely turned on them and it is from the upper residential area that almost all the
