A moving, mountain, travelling at the rate of one inch per hour, is onrrying der vastation before and striking terror into the hearts of the inhabitants of the colliery, town of Now Tredegar, in Monmouthshire.
A landslide which piles up debris on the main roads to a height of 30 feet, doubles upa railway, smashes up telegraplis and telephones, stops railway traffic, converte meadows into lakes, and otherwise changes the face of the earth, is a pretty serious amir - and when it comes to wracking stracts of houses, overwholining collieries, and throwing thousands of men but of work, there is substantial cause for alarm, These are the kind of things that are going. on at New Tredegar. No particular cause: for the slice bo assigned.
Forty years ago a similar incident over- whelmed a dozen houses in the district, and from time to time
have been recurrences of the trouble, more especially in the wet weather. At the Powell Duffryn Company's No. 3 pit the tremen- d us machinery and ironwork engine-house, which had been e solid ground and concrete foundations, was on Monday driven against the retaining walls es if it had been a toy. Mr J. W. Jamieson, British Commercial Attache in China, has prepared an interest- ing report on the condition of the cotton mills there.
Cotton spinning has been carried on all over Chins for over 1,000 years, especially
in the districts round the mouth of the Yang-tee and the level
of Hu-poh, where cotton is mainly grown. In 1891 » semi-official company, with Li Hung Chang at its head, began spinning on modern lince, and claimed to keep out oreigners who did not pay a royalty. remarkable that the country imports large quantities of yarn much of it spun from her own fibre-while Chinese cotton is excellent, and the people have a natural aptitude for spinning. By comméti con. sent, says Mr Jamieson, the main cause of the ill-fortune of the Chinese mil's has: been their failure to obtain supplies of raw cotton at reasomble prices and in good condition. Rings and combinations of the Chinese middlemen have gradually forced up prices, so that aw cotton has to be bought at 90 per cent. above the price on which the calculations were origin- Ally based when foreign capital was about to embark on the milling enterprise. When the local mille cannot obtain enough native cotton they are obliged to import from India, and the anomaly is presented of a vast cotton growing country belag an importer of cotton from abroad, diverting her own mills from the purposes for which 896 they were started, and lowering the quality of the yarns produced. The limit of the amount of Chinese raw cotton available for export is put at 1,250,000 cwt, and this is now reached. Japan takes about 900,000 cwt. Another drawback to the local mille. is the adult oration of the raw cotton with water, a dishonest practice which it is there are difficult to abolish. Tust Master General charged a Post Office coolio, at the Magistracy this morning, with having removed a ten-cent stamp from a Chinese letter. The defen dant denied having removed the stamp and H. M. Two Norwegian sailors were fined $5 each, at the Magistracy this morning, for fighting and creating a disturbance in Queen's Road yesterday afternoon.
Lieut. F. C. Chandler, Inspector of Army Schools, will proceed to Singapore on or about the 10th instant to carry out the Half Yearly Inspection of the Army Schools in the Straits Settlements Command.
The Eastern World of the 22nd alt. records with great regret the death in Switzerland of Mr A. Damelin, a Swiss, who went to Yokohama in 1888, and in 1870 joined the well-known firm of Sibor, Brennwald & Co., retiring as a partner in 1808.
He was appointed Swiss Consul. General at Yokohama in 1882. He died at the age of 61.
Military Arrivals.
Breach of Tramway Bylaws.
A coolic was charged before Mr G. H. Orme, at the Magistraeg this morning, with & breach of the Tramway Bylaws by riding on the footboard of a car with intent to avoid payment of his fare. He was caught trying to avoid the conductor while coming from Shaukiwan and was ordered to pay a fine of $3, with alternative of seven ́dɩys' gaol.
