In the presence of a crowded House-to- day, Sir W. J. R. NEWBOLD, Proprietor each of the three provinces to the shores of Hudson's Bay. Each provinco would have a Legislative Assembly of 25 mem- bers. Regina would be the capital of Saskatchewan, and Edmonton the tempor ary capital of Alberta, but the Legisla ture would finally decide. July 1st was the selected date for the creation of, the new provinces.

The Government had considered the unture of the financial aid to be granted, and for many reasons deemed it inoxpedi ent to hand over the public land. Instead of this, tho intention was ta mako umple and generous provision in other ways. It was proposed to make an annual grant of 50,000 (£10,00) for government and legislation. A per capita allowance of 89. CONTA the estimated population would give $260,000 (£1,000) to each proviner. In addition there would be an allowanca for debt amounting to $405 375 (£91,075) annually, while an allowance for Dominion lands would give 8375,0 V (876,000). The total revenue of cac province for the first! year would be $1,330,575 (£266,075).'

Sir W. Laurier dealt with the education- al question at considerable length. Pe held that under the British North America Act the new provinces were entitled to separato school, and appealed for the acceptance of this principle on the broad grounds of Canadian duty and Canadian patriotism.

MIGHT-HAVE-BEEN CRIME..

West-ond 'Find' Leads to

Dramatic Intervention.

A lady walking down Prince's-street, Hanover-square, recently, says an ex change, saw a notebook lying on the pavo Bent, where it had apparently been drop ped by some careless pedestrian. Picking up the notebook, she discovered an ad- dressed letter inside, and, thinking that this might be urgent, she had within a few minutes deposited her find at the Marl- borough-street Police Station.

Very urgent indeed was that lettor. It is possible that its pronipt handing over to the police prevented a terrible crime.

There was clearly no time to be lost.

The two Borgeants dashed off immediately to the house in Dufours place. The house hold had pone-40 bed, but the visitors instatent summons brought Box-a young man of twenty-four, employed as a porter

to the door.

Boz gave a start of surprise. It is. not, he exclaimed. It is upstairs in by over- coat pocket. I wrote it this afternoon while at work, and have not posted it yot."

Told what had occurred Box, who throughout the intert 'ew appeared dazed and depressed, said; I have been worried lately; everyone seems against me, I have had such pains in the head recently that I hardly know what I am doing at times.*

Leaving the other sergeant to look after the man, Burton then went upstairs to break the news of the charge against her husband to the startled wife, whom the officer found to be a more girl of eighteen.munications please address to Mr T, Keso, She told him, he says, that after she had retired to bed, a little while before, she noticed her husband go to a drawer, take out a razor, and examine it. What do you want with that?" she asked, and he replied, I was only going to see if it was .sharp.'

The man was placed in the dock at Marl. borough-street when Tupper stated that Box said to him, I meant it at the time; but it might have worn off.;

Why should you, inquired the magis trate, Mr Kennedy, of the prisoner, bo- cause you are unhappy and have had hard times, wish to kill an innocent woman and child?'

I only wrote it on the spur of the moment, answered Box. I am very sorry I wrote it.' Bursting into tears, he added, 'She knows I would not hurt her, sir.'

The wife gave evidence that her husband

had been depressed for some time. She foared nothing til she heard from the detective about the letter.

Remanding Box for medical examina- tion, the magistrate remarked: The two sergeants are very much to be commended, ad I shall have great pleasure in marking the charge-sheet to that effect.
