Regina would be the capital of Saskatchewan, and Edmonton the tempor ary capital of Alberta, but the Legisla ture would finally decide. July 1st was the selected date for the creation of, the new provinces.
The Government had considered the unture of the financial aid to be granted, and for many reasons deemed it inoxpedi ent to hand over the public land. Instead of this, tho intention was ta mako umple and generous provision in other ways. It was proposed to make an annual grant of 50,000 (£10,00) for government and legislation. A per capita allowance of 89. CONTA the estimated population would give $260,000 (£1,000) to each proviner. In addition there would be an allowanca for debt amounting to $405 375 (£91,075) annually, while an allowance for Dominion lands would give 8375,0 V (876,000). The total revenue of cac province for the first! year would be $1,330,575 (£266,075).'
Sir W. Laurier dealt with the education- al question at considerable length. Pe held that under the British North America Act the new provinces were entitled to separato school, and appealed for the acceptance of this principle on the broad grounds of Canadian duty and Canadian patriotism.

Dramatic Intervention.
A lady walking down Prince's-street, Hanover-square, recently, says an ex change, saw a notebook lying on the pavo Bent, where it had apparently been drop ped by some careless pedestrian. Picking up the notebook, she discovered an ad- dressed letter inside, and, thinking that this might be urgent, she had within a few minutes deposited her find at the Marl- borough-street Police Station.
Very urgent indeed was that lettor. It is possible that its pronipt handing over to the police prevented a terrible crime.

The British steamer Empire reports: Leaving Kobe on April 29th, having hazy weather and variable winds through the Inland Sea. The 5.8. Dagh stan left New York on 29th March, and is due here on er about 29th May.
The s.6. Shimosa sailed from New York
on 13th April.
The P. & A. steamer Aragonia, left Port- land, Ore., on the 20th April, and is due hore on the 24th May.
Latest Advices. The Barber Line 8.9 Satsuma arrived at
New York on the 1st May.. The O. & O. Co s s.s. Coptic, with mails &c., which left Hongkon April 4th. for San Francisco, via Shanghai, Na- gasaki, Kobe, Inland Sea, Yokohama and Honolulu, arrived at her destina tion on the 1st May.
The C. P. R. Co.'s ss. Empress of China left Vancouver, on Mnday afternoon, the 1st May, for Hongkong via the urual, Ports of Cail.
The I..CS. N. Co., Ld.'s R., Kumsang, from Calcutta and The Straits, left Singapore for this port on the 3 d April, at 5p.m.
The British steamship Den of Kelly from London and ports, left Singapore on the 4th May, and is due to arrive here on the 10th May.
