THE Provisional Regulations of Trade on the West River, 1897,' will be rescinded and Rovised Regulations, ap- proved by the Consular Body at Canton, and by the Inspector General of Customs, will come into effect on the 1st May, 1905. Copies of the Revised Regulations may be obtained at the Custom Houses at Can tun, Lapp, and West River Forts, or from Messrs Kelly & Walsh, Hongkong.
Under the Revised Regulations Vessels entering the Wast River, via Wangmoon may, altor complying with all-Customs requirements there, proceed direct to either. Kongmoon or Samshui where the Special River Pass will be issuedt.

TRAGEDY IN A FLOODED MINE
BERLIN, Mar. 3. Fifteen miners were killed and five seriously injured in an accident which occurred yesterday in the underground workings of the Preussen Pit, near Kat
towitz, in Silesia.
The calamity is intensifed by the fact that the falling-in of the pit walls had thrown the pumping machinory entirely out of order, and many-deeds of bravery

of the German Society of Benevolence was held on March 25 at De Keyser's Royal Hotel, Victoria-embankment, when two hundred ladies and gentlemen sat down under the presidency of Count Bernstorff (Councillor and First Secretary to the German Embassy).
The President, in proposing the toast of The King,' said Following an ancient custom, Germans living abroad never fail, Fat their festal gatherings, to give the first honours to the Sovereign of the country whose hospitality they are gratefully en• joying. We do this to-night with an especial sense of gratitude. It is in no spirit of convention, but with heartfelt sincerity, that we pay homage to the wise ruler of this powerful Empire, who has not only shown at all times a graceful in; terest in the offorts of our Benevolent Society, but who has won with his own people, as with all the nations of the world, the name of a Prince of Ponce. King Edward is incessantly endeavouring to bring uations more closely together and to clear away misunderstandings between them. None are batter able to appreciate thla conciliatory activity on the part of his Majesty than the Germans who make their residence in his country, and who live here a happy and contented life.
All of you are often in a position to lend your support to the endeavours of his 'Majesty. You have a more intimate knowledge than others of those mysterious forces in botli ratione which we call the soul of a people. In spite of all modern facilities for intercourse, the personality of a cultivated nation appears to another more and more impenetrable as it advances in development and individuality. It is, there- fore, the duty of all of us to work together to the end that nations may learn to understand one another, and that they may
not arrive at a situation which rocalls the old tale in which the fox and the stork wanted to dine together, when the fox could not eat out of the bottle and the stork could not eat from the plate. The President, in proposing the toast of His Majesty the German Emperor, re- marked that the Monarchy was the firet authority in Gormany. The announcement from Odessa that Prince Ferdinand of Bulgaria intends to proclaim himself an independent King on his next jubilee, by which en only be meant the end of the second decade of his reign, on June 20, 1907, belongs to the class of predictions which it is as easy to make as to deny. The letter was in the library of the late Mr Scott, C.B., of Ayrshire, now being dispersed, and was originally in the Dawson Turner collection. The letter was written by Mary in January, 1682, and deals with the movement for the formation of a large party of the nobility. It consist od altogether of fourteen pagos. It is very rare that letters of the ill-fated Queen come up for sale. About eleven years ago two-page letter realised £58. The im portant letter yesterday was well competed for, the result being that Mr Quaritch: succeeded in purchasing it for £900. The highest price recorded at suction for an

Mr P. N. H. Jones, as acting Director of Public Works, reported for 1904 as follows:-
The year opened with the intermittent supply in force, recourse having been had to it on the 21st December, 1903. Tho quantity of water in the storage reservoirs, which on the 1st January amounted to 269 million gallons, dropped to 62) million on 5th May, and from thence to the 28th June the storage of water rose and fell fre- quently until the 4th of July.
The rainy season was exceptionally late and in consequence overy ensure possible was taken to maintain the supply, such as some temporary pumping machinery below. the Albany Reservoir ceased overflowing to collect the leakage therefrom.

The period of inter- mittent supply was 185 days, as compared with 137 days during 1903. At the close of the year the contents of storage reservoir amounted to 341 millions. The total quan. tity of water supplied during the year was 1,267,362,000 gallons filtered and 22,429,000 gallons pfiltered, making grand total 1,289,791,000 gallons or 21,186,000 gallons less than in 1903. This decrease is due to the intermittent supply being kept on for a longer period than is usual, The average consumption of filtered water per day during constant supply was 4,390,000 gallons, which with an estimated population of 224,100 gives an average daily consumption of 19 G gallons per head

The Kowloon-tong Service Reservoir, built in connection with the Kowloon gravitation scheme was filled for the first time towards the latter part of the year, before the water from the streams along the Tai Po ran low. This water was used for supplying Kowloon. Two of the In-takes along the Tai Po Road were shut down and not used owing to their proximity to the road, and possibility of contamina-
tion.
