Amid t the world applause that justly greets Japan on the marvellous accom plishments of less than four decades— crowned by the events that are now trans- piring —wo are perhaps probe to overlook some of the chief underlying cause, says the Land 0. Express. These were well point- ed out by Mr J. H. Longford in the paper read before the Japan Society on March 8. Many Japanese, ho said, and amongst them some of the chief, personages of the Meiji cra, have been prone to underrate the
