It means that owners of vessels have g own tired of having their property managed by unions, and aro resolved upon a change. For the past three or four years, says Engi neering, there has been a gradual enorosch- ment of union power until, a year ago, the owner was practically left without a personal representative aboardship. His property was absolutely managed while on the high sens by men who owed allegianco only to their own union, and the tuation was further aggravated, from the owner's standpoint, by the fact that the various unions aboardship were frequently quarrel- ling among themselves. The Seamen's Union controlled the wheelmen, watchmen, look-outs, and deck-hands, and was parti cularly jealous of it prerogatives. If a fireman was taken suddenly ill, no deck. hand could be asked to shovel coal. Firemen's Union controlled the firenon,- oilers, and water-tonders, and would porinis its members to do no more than was set down in the card. The engineers found the firemen a bad lot to deal with, owing to the protection thrown about them by the Fire- men's Union. Trivial excuses were seized

Small wonder, therefore, that the recreation ground at' Happy Valley was orowded with spectators this afternoon when the annual Athletic Sports under the auspices of the Victoria Recreation Club were successfully put in motion. Mongolia, with mails, &c., from San Francisco March 18th, via Honolulu, has arrived at Yokohama, and leaves for this port, (via Inland Sea), Kobe, Nagasaki and Shanghai, on the 8th April, duo Hongkong on or about the 16th April. The silk ox C P. R. Co.'s 5.8. Empress of Japan which left Hongkong on the: 8th March and Yokohama on the 17th March, arrived in New York on the 5th April; thus making a tran- sit of 28 days from Hongkong and 19 days from Yokohama.

The O. S. S. Co.'s £.s. Machaon left Shanghai on the afternoon of 7th April, and is due hore on the morning of 10th April.

The C. P. R. Co.'s s.s. Empress of India

arrived at Shanghai at 1 a.m. on Satur day, the Sth April, and left again at 10 p.8. on same day for Hongkong, where she is due to arrive at 2 s.m. on Tuesday, the 11th April.
