THE SULLY

The Globe's Paris correspondent, under date February 17, writes :-The latest news regarding the armoured cruiser "Sully" is that she is still firmly grounded on a rook in the Bay of Halong, Tonking. How she got there, and who is to blame for the accident, which, if she is not got off will cost the French Admiralty—i.e. the French ratepayer-28,000,000 francs (£1,120,000), has not yet been made clear. Some people say that the marine charts at the disposal of the French Marine did not show the rock on which the Sully" struck, others that the commander had never been in command of a man-of-war before, others still that, owing to M. Camillo Pelletan'a maladministration of the Ministry of Marino; the Sully was sent off from Toulon in such a condition that she could not hope to escape disaster. This latter NEW HOUSES, To Let, in CASTLE theory derives some credenca from the

confession of admiral Rienaimó, who has Apply to

stated that he was so afraid something would happen to the "Sally" before she clear of Toulon that he had her towed out of the roadstead by a couple of tugs, a humiliation which fow raval commander, would have submitted to However that may be, the position of the stranded vossel becomes more serious every hour, and Admiral Bayle, who was dispatched to get the cruisor afoat, has now had to appeal to an English salvage company in Hongkong to help him to raiso her.

PROPOSED EXCAVATION OF

HERCULANEUM.

ROME, Jan. 31.-In April of last year, Professor Waldstein, the archeologist, brought before the Italian Government a proposal to excavate Herculaneum, the Roman city which, with Pompeil, was over whelmed by a great eruption of Vesuvius, and the ruins of which have never yet boon Certain assurances properly explored.

were accorded him by the Italian Minister for Public Works, Signor Orlando. To- day the Minister, naked in Parliament to explain his interview with Professor Wald- atein concerning the scheme, stated that no definite plan was then submitted, much less approved. The Minister expressed his pleasure at the interest displayed by foreignors in the researches, but said he had no intention of surrendering the Go- vernment's rights. The excavations would be conducted acconling to Italian law by Italian authorities. Professor Waldatoin in a letter to the Daily Mail quotes the letter written to him by Signor Orlando, the material portion of which is as follows: -I applaud your courageous design, and hereby give expression to my wishes that the vastness and the difficulties of the en- terprise may not stand in the way of its realisation.'

Have This Day RESUMED HARGE

of the Company's Business.

A judgment has just been rendered by this Brussels Court of Appeal in & matter Norfolk Works, Sheffield. which has caused some sensation in Belgian shipping circles, says Fairplay. The judg ment concerns the Sphinx Line, established in the month of May, 1904, by the firm of F. Lambert and Co., and running a service to the Levant porta in competition with the the latent taniship Lines to the Levant (6 ms, G. Tonnelier, Ruys and Co., Westcott and Flint, and Adolf Deppe). The Sphinx Line's competition against the Syndicate proving to be a very serious one, the Syndicate have been fighting the Sphinx Line very strongly, and they had furthermore brought up a suit against the Sphinx Idne, aimed at nothing less than to get this line suppressed. They spoke of breach of contract, etc., and the judgment given last Novombor by the Antwerp Tribunal of Cominerte seemed to prove the Syndicate's complaints to be right. In fact, the Antwer Tribunal of Commerce pronounced in favour of the Syndicate. This judgment, which had caused some commotion among shipping and mercantile people, has now been entire ly reversed by the Brussels Court of board the "Antwerp City," a steel screw the defendants to be baecless, recognising On February 12 a fire broke out on Appeal declaring the charges mado against

Farewell Speech.

At the meeting of Volunteers, held yesterday in connection with the formation

war transport had to be conducted almost entirely by the heavy Manchurian carte, and of course this redoubled the difficulties with which the department had to cope. Later, of course, the train came to their assistance, and I may say here that the Manchurian railway, at one time considered a menaco to the national oxistence of Japan. by the irony of fate has largely assisted to make possible the success which has attend- ed the Japanese field operations,

There have been those who let their pre- judice against the Japanese lead them to pass carping criticisms upon almost every branch of the service, but I have never seen or heard of any attempt being made to belittle the magnificent accomplishments of the commissariat. Epeaking for myself, I was with the army from the time it left Haicheng until the halt at Shaho. During the greater part of that period, (the battles of Anshantion, Shoushanpu, Liaoyang, Yentai and Shaho were all determined between August and December), the com missariat had to keep colossal supplies of ammunition moving up from the basca at Liushution and Yingkow. At the same time the army had to be fed. To add to their anxieties there was always the pros pect of a reverse, which might involve a retreat, and the department had to judge to anicety the least quantity that could bo maintained at the advanced position so that there should be no shortage and at theif cureos fly same time no danger of having to abandon anything which might be of valua to the angels lie. oneing. They had to hold in mind the por- sibility of the army remaining still, advanc. ing or retreating. Only on one occasion that I am aware of did supplies fail to come up with the army, and it took me that day four hours to ride two miles. The train had not got up to us then, and the

THE NEW CUNARDER.

Launch of a Turbine Liner.

The turbine system of propulsion for great liners is to bo tasted very shortly in real carmest. On February 21 there was launched one of the largest steamships that ever left the slips on the Clyde. She is the "Carmania,” built by Messrs Joho Brown and Co. for Cunard Company's service. She is sister to the "Caronin,"

which sails from Liverpool For New York on her maiden voyaga on February 25, but sho differs from the "Caronia" in that she is to be propelled by triple screws drivon by turbine engines.

Experts who witnessed the launch yostor day declared the "Cartmania" to coustitute. a great advance upon anything hitherto accomplished in marine architecture, and lo be the finest sample of steel work ever pro- duced. Her every detail wrought in the most up-to-date fashion, and despite the 1537the fact that the launching weight of this loviathan is over 13,000 tons, she glided
