LIGHT DUES AT HOME,

Abolition Urged,

A deputation of representatives of the | shipping world, introduced by Mr Charles Mr Arthur, M.P. waited on the Chancellor of the Exchequer and the President of the Board of Trade, on February 9, to press tho desirability of the abolition of the light duos. It was orged that, as the tax was really an impost for Imperial purposes, should be born by the nation as a whole; ospocially 89 a Bill recommending the abolition of the

he dues had been paased in the House of Commons last. yoar.

Mr Anderson, President of the Chamber of Shipping, contended that the lighting of the coaste was a national duty, not only for the benefit of ships which entered the ports, but also for those which passed along the coast, as well as the Navy, who did not contribute a farthing towards the expense. To illus- trate the difference between Home foreign charges, he pointed out that the port chargos, incurred by the 8.8.

*** Milwane kee," 4,783 tons, at Hamburg (including port dues, pilotage, tug hire, and boatmen) was £228; at Rotterdam £107; Antwerp £198; Liverpool £400; and Londen £497.

Sir Alfred Jones said there was no doubt that the British shipowner had now to meet the keenest competition that the world had ever known, and it was depressicg to find that the Governments of every other country BATO to their

their shipowners that encourage ment which the British shipowner felt be

did not get from his own Government. The existing light-dues surplus, £100,000,- would have been far better employed in the interests of the commerce of the country, shipowners had had it to spend in increasing their shipping. The whole system was antiquated, and called for rapid reform.

Sir John Glover said that they hoped for total, unconditional abolition; but if the Chancellor of the Exchequer could rut now comply with their greater request, another 12 per cent. reduction in the dues might be given them, which would still leave the revenue sufficient for the exp

expenditure. The Hon. J. O. Burns said that," with 1376 the knowledge which the Advisory Com

had, they believed that the light-- servico might be much more econ- omically conducted in the future, and yet ho just us efficient. Speaking especially for the Clyde shipowners, he wished to Bay that they urged as strongly as possible that the dues should be abolished,

ROMANCE OF A FORTUNE.

"New York, Feb. 20,-Abraham Fidler, a Jew, who lived as a beggar until ho was ninety, was found dead, in a shabby suit of clothes, at Nice in August last.”

When his clothes were removed, eighty thousand pounds worth of securities was found next his skin, together with a will bequeathing his fortune to Baron Roth a schild. * Geld geht zu Geld (Money goes to money), wrote Fidler in one part of his .will.

Baron Rothschild deposited the money, and employed detectives to find the rela tives of the dead man. Three relatives were discovered at Odesin, and £37,000 was shared between them.

Further inquiries have now.resulted in five more heirs being found in Brooklyn. These are Max Fidlor, a very old Jew, who is in business in a humble way as a quilt anaker, and his four sisters.

!

on

Max Fidler's signature appears Abraham Fidler's birth certificate, and there appears to be no doubt as to his title to a share of the fortune. He will shortly sail for Europe.

The essential things at the present moment is to precipi tate nothing, and to leave the evolution to follow its natural course. It is thus the duty of the Government of China to resist the partisans of instantaneous reforms and not entangle itself with messures which, failing an equilibrium with the actual social state of the population, can only be a course of perturbation and crises for the people. It is equally, however, the task of the Government to immediately set to work within possible limits.

The same report eaid that afterwards, His Excellency wept in the presence of the orphaned children and the other menibers of the family. At any rate, it appears that whilst in Kwang-si, he formulated a set of regulations for the army, which will tighfen discipline, and which, since his retuin to Canton, he has published. Moreover, he has ordered that these rules be hung up in

conspicuous place at all the military. yamens. Among other things it is threaten ed that all officers, who, after the promul gation of this edict, are found to be indulging in the drug, shall be decapitated. On the other hand, the punishinent threatened to the ordinary soldier is less severe. Ele will have his ear pierced, and a slip of wood, bearing a notice of his crimes stuck therein, and then, with this decoration, he shall be matched through the camp and afterwards dismissed with ignominy.

It seems incredible that this edict should be published, but the Canton Times is our authority. It would seen almost impos. sible to carry it into effect. If it is merely bluff, of which we believe, the Viceroy possesses but very little, it will not ac complish much. If on the other hand business is meant then a berculean task has been set for the anti-opiumist. It will,

In proposing the toast of The King, which was musically honoured, His Excellency saferred to the shooting competition, which was being arranged for officers, the trophy for which had already been provided. The conditions were not fully settled, but one of the would be to the affect that the cup must be won more than once before it could be claimed by the successful competitor.

His Excellency, in proposing the foset of the evening, The Hongkong Volunteer Corps," said Officers of the Hongkong Volunteers, I trust it will not be sou- sidered inopportune if I speak once more on this occasion on the important subject of increasing the strength of the corps to which we belong. For the purpose I will refer to the figures that have appeared in the last ten spnual reports, showing the strength on the 31st of March each year. In the report for 1895-6 this was 125. For the next three years it increased steadily to 159, 170 and 181. In 1899-1900 the very considerable addition of 10 was made. This was

In the year 1906.1901 there was a further increase of 55 currying the total to 366, undoubtedly due to an appre- ciation in the Colony of the necessity for wolf-defence in view of the dis- turbances in China.
