By the courtesy of the editor of the Daily Telegraphi (London), I was to-day enabled to see something of the misery which, by its energetic and public-spirited action, that paper has done much to relieve during the past week. The Daily Telegraph har, for ten days, devoted a large amount of its space and a great deal of clerical and or- ganising work to the promotion of a "shill- ing" fund for the relief of this part of starving London. Each issue has contained graphic descriptions of the state of being of the inhabitants of the suburb in question ~a Buburb which is wholly the domain of the working man-together with an account of the measures which, thanks to its enterprico, have been taken to mitigate the noverity of the bad time' which has pre- vailed therein.

It was, accordingly, with some certainty of seeing the real thing" that I mallied forth this morning, in com any with The Daily Telegraph's Special Commissioner, to visit the borough. As to what I saw, and what I am about to describe, I cannos help feeling that there may exist in Sydney something of the sceptic spirit hich possessed the writer before he actually witnessed the scenes which it was his bad lot to behold today, and that, therefore, his narration of them may seem possibly a littlo highly-colored, a little over-drawn, and to some extent tinged with a certain suspicion of striving after effect.

But, indeed, there is nothing of the kind in it. If it is not to infuse too personal a note into his weekly letter, your correspondent would fain confess that he wishes he had never gone nçar West Ham. There are some things which, once seen, are not easily forgotten, and, of these, the sight of starving women and children is probably the lesst easy to put aside. You may witness the life ripped out a man in thirty seconds; you may hear the delirious moanings of fover-stricken patients in army hospitals; you may sniff the abborrens odor of stale blood in some wartime shambles; you may see the bitter gony of death in half a hundred forms- and remain pretty much as you were before but, if in the outskirts of a great city you have seen the gaunt faces of children without food, and mothers who are help- less you will never, in all your life, forget the experience.

Leaving Fleet-street in the forenoon, wer took train to Canning Town, and Tram to Plastow, which is almost in the centre of 1876 the West Ham district. Here we were the

We tip-toe cat of the death-chambor into the little box of a room at the back, whore the survivors of the family exist. It is.half kitchen, half sitting-room, and there presides over it a girl of apparently about ovon years of age, who is, as a matter of fact, fifteen. She is a queer, elfin little body, most resolutely jawed, and most pitiably ill clad and dirty. It is is easy to See that ber's is the masterspirit of the house. In one breath she welcomes Brother Andrew, admonishes the blue-eyed mite, who has strayed too near the tiny store,. and acknowledges the presence of visitors. She is inordinately rain about some colored paperdecorations hanging from the low cell- ng. They was give to me,' she says, by lydy.
