The picture is doubtless overdrawn, for M. de Witto is well hated. For one thing he is only remotely Russian, for his father was of Dutch descent, and he himse'f' was born at Tillis. For another he does not forgot a slight. It is not so very long ago that the Grand Duke Michael administered to M. do Witto a public affront, cutting him dead at a State ball, M. de Witte did not appear to notice the insult, but at a private audience of the Tsar le tendered his resignation. Russia, always financially in a tight place, was just then in a tighter -corner than ever. The Tsar intervened, and a Grand Duke, for the first time in Russian history, apologised to a commoner for it was not until January 19), "that Sergius Julius Witte was created, a count and enabled to interpolate the coveted de' into his name. The Tsar could not afford to offend the man who was spending forty millions sterling on the Siberian Railway and had borrowed four hundred millions from France; but the incident did not make M. de Witte any more of a favourite.

Who are the greatest talkers in England The Prime Minister heads the list at present. In Parliament there are only half a dozen other men who have talked half as much as Mr Balfour. According to The Premier Parliamentary Record Review,' an interesting little booklet com piled in the Press Gallory, and published by Mesars Howarth & Co., of Clapham, Mr Balfour spoke 317 columns of Hansard during last session. Mr Austen Chamber- Jain 287, Sir Henry Campbell-Bauuerman 200, Mr Wyndham 180, and Mr Arnold Forater 169. Mr Lloyd George's ́ record was 166 columns, and Mr Gibson Bowles, nearly as talkative, spoke four columus less.

Next in order were Sir Charles Dilke and Mr Winston Churchill with 157 and 143 respectively. Mr Lyttelton with 132, Mr Asquith with 125, Mr Lough with 110, and Mr John Redmond with 109 Nobody else spoke 100 columns of Hansard in the House of Commons. Even Lord Hugh Cecil spoke only 32,

THE MOBILITY OF RAILWAY TRACKS.

An American paper says it is well known to railroad men that rails apparently tired of lying still in the same place, sometimes emulate the trains that pass over them by starting off on excursions of their own.'
