Information from Drussels' reaching the highest quarters hero is to the effort that the extensive interests of KingLeopold in the Canton-Hankow Railroad have paa- sed into the hands of representatives of Mr J. Pierpont Morgan of New York. Nego. tiations had been going on for some time, as it was contempleted to combine French, Belgian, and American interesta so an to eventually cover the Fanco-Bolgian concos- sion for a line from Peking to Hankow, thus making a continuous; trunk line from. Peking to Canton, outting from north to south through the heart of populous Chios, The extent of this project is compared by those familiar with the nogotiations with the trans-continential lines donnecting Now York and San Francisco. That portion of the project relating to Poking and Hankow is still in abeyance, but the French view appears favourable to combining the inte resta so as to make a continuous route from the capital to the great emporium in the south. That portion relating to the Han- kow Canton Railroad is considered to have been closed by the transforence of the interests of which the personal holdings of King Leopold make up the largest part of Morgan's. This branch of the negotiations. was conducted at Brussels..

The freight market during the past fort- night has again not been characterised by much activity, only a moderate amount of business having been transacted.

From Saigon to this port the season has opened and some engagements are on record at rates ranging from 13 to 17 cents per picu according to size of steamer for immediate

leading. Quite latterly the local rice market

has gone down and in consequence a some- what weaker feeling is perceptible. Clos ing quotations stand at about 10 cents per picul.

From Saigon to Philippine porta a couple of charters have been effected at 29 and 31 cants repectively. For the time being there

THE BRITISH AND THE BOERS.

Mr Stoyn, former President of the Orange Free State (now the Orange River Colony), has left Paris for South Africa. He has become reconciled to changed con- ditions, and intends to reside on his farm in the Orange River Colony,

The departure of Mr Steyn was made the occasion for a gathering of Boer sympath- isers at the Northern Railrond station. Mr Steyn expressed his thanks for the sym pathy manifested towards him. He was glad to return to his farm near Bloemfonts- in. When a representative of the Asso- ciated Press asked Mr Stoyn concerning reports of another uprising of the Boers, Mr Steyn mswered:

'We have given our parole to the British Government, and as men of honour wo shall keep it. I look forward to the day. which I think is near, when South Africa will have renewed prosperity, with English- mon and Boers working side by side.'

Mr Steyn cited as evidence of his feeling the fact that he was leaving his son to be educated at Cambridge University, and alded:

The Boers would be the first to help put down an uprising of the blacks against the British.' ·

The former President is still. partially paralysed and has been under the care of private specialists.

THE YARN MARKET.

Messrs Caswasjee, Pallanjec and Com- pany reported on February 24:-Since the issue of our last report on the 11th inst. Simla" exchange continued stea- per 8.8. dily to decline and holders did not remain fru, but some of them put in an appea- rance in the market and commenced to make inquirica about the prices of superior favourite spinninga with a view to purchase some bales on their own account. This induced our native operators to reappear in the market, and some favourite tickets

changed hands at an advance of $1 to $2 per bale on previous quotation. Latterly, owing to the nows of a heavy decline in the values of raw cotton the Chinese are not buying, as importers are unwilling to meet buyers in a falling exchange. The native dealers are under the impression that owing to the cheapness of raw cotton the prices of yarn here will farther recede. The market has again become quiet though Hicady. No. Gs, moderately active. Nos. 8. nothing doing No. 10%. an advance of $1 to $2 per bale may be noticed in superior favourite chops. No. 12, small business; in consequence of neagre stock prices have "ppreciated 50 cents per bale. No. 108. favourite_tickets have found buyers at an advance of $1 per bale. No. 20s, a fairly large business has been done in special spinnings at an advance of $1 to $2 per bale, Salas during the past fortnight comprise of about 150 bales of No. 6.; 1,850 bales of No. 10x.; 425 bales of No. 12.; 475 bales of No. 1s.; and 1,325 bales of No. 20%. ; in all about 4,225 bales. Arrivals per steamers "Bengal," "Lai- "M. Eacquehem," and "Catherine sang." Apcar" of about 2,400 bales. Shipment to Shanghai and Northern Ports about 7,000 bales. The unsold stock is estimated at about 30,000 bales,

1. In view of the increasing trade by lunches and steamers to Kongmum and

Wchow by the Wang Mun entrance of the West River, will the Government take into. consideration the advis bility of approach ing the Chinese Government to induce them to improve the lighting at the en trance of the river, and if possible to put a light on Lintin or in the vicinity for steam ors to pick up in ́hick went er ?

2. Will the Government again take into consideration the lighting of the Peak Roads either by gas, electric or oil lamps' of he Kitson or similar patterns?

On the 28th at 11.55 a.m. The barome- ter has fallen in N Japan and slightly in S China, and has risen at all other stations.

The depression in the north is now to the eastward of the northern part of Japan, moving towards the north east.

Gradients are steep upon the cast coast of China and moderate upon the south coast. Fresh to strong NE monsoon may be expected in the Formosa Channel and moderate NE wind in the northern part of the China Sea,
