ST. PETERSBURG, Jan. 20.

The petition which the strikers have pre- pared for signature to-morrow and presen- tation to the Czar on Sunday is an follows:- *Sire,—We workmen, inhabitants of St. Petersburg, of all classes, and our wives and children and indigent parents, come to you, our Sovereign, asking for truth and for pro- teation. We are poor, porsccuted, and burdened with labour beyond our strength. We are insulted and treated not as men, but as slaves,;who ought to bear their cruel fate in ailence. We have suffered, but we are being plunged deeper and deeper into the mire. We are deprived of our rights, and are uneducated, and stifled by despotism and injustice. We are perishing, and have no atrength left. Sire! We have arrived at the extreme limits of endurance. We have cached the terrible moment when death is

to be proferred to the continuation of our intolerable sufferings.

We have left our work, and declared to

our employers that we will not resume till our demand is conceded. We have not asked much. We have asked but the 1376 means of livelihood without which life is a burden, and labour a continual torture. Our first request is that our masters should investigate our case. They have refused, We have been denied the right to put for ward our claims, it being held that such right is not recognised by law."

It was hoped that the day would prove fine in order to give ladies an opportunity to attend but after a dull morning rain commenced to fall shortly before noon, and although the shower did not last long weather conditions seemed to be getting steadily worse as the day wore on.

Just as people began to come to the course about 1 q'clock a thick mist had descended over the valley and light rain was again falling and a few minutes Inter was followed by a heavier shower which tooded the front of grandstand and other enclosures and rendered the course heavy. This con- tinued for some time but by the time the saddling bell had gone the rain had ceased but the mist remained and to Bome extont obscured the back of the courao. In the circumstances a large attendance was not to be expected although a good number braved the elo. ments and watched the races from the shelter of the various stands. The course was wet and slippery and placed both hotnes and ridem at a disadvantage, a particularly bad spot being where they commenced to make the running before entering the home turn. The condition of the course gave an advantage to strong ponies which found the most favour in backers' eyes.
