DISASTER,

WASHINGTON, Deo, 18.- A number of im portant changes in the rules and regulations of the Board of Supervising Inspectors of the Steamboat. Inspection Service have been approved by Secretary Mufcalf of the De- partment of Commerce and Labour. Thosa changes are the result of recent protracted meetings of the Board of Supervising In- spectors of the Service, which followed soom after the Slocum' disaster at Now York when nearly a thousand lives were lonta

The changes require, among other things ́that metal air tanks in wooden lifeboats be provided, and prohibit the use of loose or compressed granulated cork in the man- ufacture of life-cafts or life presoryers, or the use of kapok life preservers. Life presorvers must be suspended on wooden slats of cotton corels and not on wire, and at a height of not more than goven feet from the deck, and there must be one life preserver for every passenger and member of the crew on all vessels. All passenger steamers must be provided with firs buckets, barrels, and axes instead of on inland steamers only, as before.

The regulations require that steam fire pumps shall be capable of throwing an of fective stream of water for a distance of not 1376 less than fifty foet through at least two fire

connections each on the main deck and each. deck above the main deck. On excursion steamers the rules call for one additional watchman for every 200

persons carried and two deckhands for every 250 persons, Ferryboats engaged in excursions must carry the same officers, crew and equipment as required for excursion steamers,

The receipts for ice as compared with the year 1903, show a decrease of about $7,800, the major part of which is traceable to the absence of Japanese steamers; on the other hand I am pleased to say revenue received from cold storage exceeds that of 1903 by $1,300, and from this branch of our business, the prospects of which appear to be satisfactory, we look for increased earnings in the future. Turn ing now to the other side of the account, under the heading of salaries, wages and general trade expenses there has been a saving of $9,600.

The new machine referred to at the last meeting was completed in July, and has since been working eatisfactorily. In order to ensure our keeping paco with demand it has been necessary to order seven new ice boxes, and at no distant date it is hoped calls on our cold storage will nceoesitate the insulation of the two rooms already built for that purpose.

At the conclusion of the rowing events 4. on Saturday Mrs F. H. May presented the winners with their prizes. NAVAL YARD V. TAIKOO.

The

The Naval Yard football team defeated Taikos on Saturday in a Shield match at Happy Valley by three goals to nil. game was a good one, and in the opening spell was fairly oven. Taikoo pressed for some time, but the Naval Yard by their

fine passing transferred the play into their opponent's area. After several unsuccess- fal attacks Coyne scored for the Naval Yard, and shortly afterwards Gladwell added another goal. In the second term the game was fast and play travelled from end to end of the field. The Naval team were in the ascendancy, however, and Taikoo, Coyne again scored for the Naval safely repulsed all the attacks made by Yard, and several hard ones, were subse- quently saved by Taikoo's goalkeeper. The result was Naval Yard, three goals; Taikoo, nil.

A meeting of the Kulangseu ratepayers was hold' to-day for the rare privilege of passing in review the action of their Coun- cil, particularly as exhibited in its balance sheet for 1904, and its Budget for the present year. The meeting was a highly representative one, and looked a very com. fortable and rospectable one. The chair was taken by the American Consul, and the Council's report of the chief measures that had been carried out during the year was quickly passed as there was nothing very It was a Apecially uninteresting one; and about as dull as reports usually are, and it would have required a very inventive genius to have discovered anything in it worth criticising.

HOTEL, which faces the River on Three Sides, is the only one in OSAKA original or inflamatory in it.

There was another item in the proposed Budget that was very vigorously called in question and that was the sum of $150 HEAL OFFIOR:-TAIPEH, FORMOSA. CAPITAL, PAIL-UP......GOLD 83,947,200 that appeared under the head. of Thes- trea. The Council in 1904 hnd licensed

a theatre on Kulangsou, where girls and women were engaged as performers.

This was decided innovation, and one highly disapproved of by the better and more respectable of the Chinese. The mo- ral sentimont indeed of all classes of the people is opposed to women acting on the stage, and so in the theatrical profession men dressed- up as women always take the female parte.

It was stated that this very troupe that had been sanctioned by the council had ne- tually been forbidden by the Chinese au- thorities to perform in Amoy, because their playing there would be hurtful to the morale of the citizens. The majority of the Council evidently had different views on the subject, since they boldly proposed to perpetuate an ovil that was opposed to the moral instincts of the best men in the community.

The British steamer Haiching reports : From Swatow Feb. 11th, moderate to light N.N.W. wind and drizzling rain.

The British teaver Lothian reports: From Port Natal January 15th, moderate weather throughout, until three days South of Hongkong; we then had N.E mousoon blowing a moderate gale. French barque Quillion, in lat. 2.35 S. long. 100.47 F, was anchored in Banka Strait. She wished to be reported delayed by contrary winds. Jarr. 22nd, passed the barque Serre, in lat. 25.36 S., long, 88, 44 E., bound for Ade- laide.
