His father was a carpenter in the Banffshire town of Dufftown. There he was born in 1820, nducated in the parish school, and as a boy herded cattle on the minister's farm in his native glen.

Stephen's succese was almost unbroken In time he became a director of the Bank of Montreal, thon vice-president, and then president; also president of the St. Paul and Manitoba Railway and head of the Canadian Pacific Railway.

It was in connection with this last-named undertaking that Lord Mount Stephen's best work for Canada was done. Few things have done more for the Colony than the completed scheme of a railway across to Vancouver.

Lord Mount Stephen, his cousin Lord Strathconu, Sir William Van Horno, and Sir Sandford Fleming took a prominent part in the work, and it was as some reward for his labours that Stephen was created a baronet in 1886 and raised to the peerage our first Colonial peer--in 1891.

In Canada and since his return to Eng- land Lord Mount Stephen has availed him- self always of opportunites of helping useful charities. He and Lord Strathcona gave

nearly a quarter of a million sterling each for a hospital in Montreal.

Lloyd's register of ton- nages supplies all that is required as a basis for assessment, and one accepted by Canals, Ducks, Quays and Ports all over the world, yet this tyrannical nonopolistic trading company forces every ship into heavy and needless expense for a special measurement, and then makes arbitrary changes in this same morsurement. The failure or refusal

But bayond all this the plain fact to-day is that the present magnitude and the yearly in- crease of traffic requires a second canal for its accommodation, and the world's trade peremptorily requires a reasonable rate of toll in place of a toll rendering 26 per cent, annual dividend on an exaggerated capital. A fanca per ton, or even less, rate would pay a handsome rate of interest on the actual cost of a second canal, or to both canals working on an agreement together. Sach a toll would, by its reasonableness, at once cause a vast increase of traffic.

Whether the Japanese will in the next ensuing campaign add to their victorious achievements time will show, Russia, at all ovents, will have to reckon with a well- seasoned, ably-led, splendidy-disciplined host, with the recollection of a year of triumphe, fresh in their minds. In the campaign in Southern Manchuria she met and fought and conquered an un- ready Russia, a Russia which had trusted to bluff rather than to big battalions, and which, when the moment for action arrived,

sought to stem the advance of the conquer

ing legions of Japan with raw levies, bad- ly officered, badly disciplined, and with little or no lighting spirit.

The new

year will witness an entire alteration. For months Russia has been pouring into Manchuria in a steady stream the dower of her European troops, men who for pluck and courage and doggedness. are fit to compare with the finest soldiers in the world, as they showed on the Shaho. Representatives of this class of Russian and the soldiers of Kuroki have already met on the bloody fields of Linoyang and the Shaho. The Japanese, ever ready to admire brave and chivalrous foc, already speak of these new soldiers of the Tsar as men whe, like themselves, know how to die. It was they who, on the fourth day of the terrible combat at Liaoyang, rushed the bullet-swept rocky eminence called Kur opatkin's Eye' at midnight with the band playing the National Anthem, flung them- selves on the bayonets of the defenders, and captured the hilltop. Their triumph, it was true, was short-lived, but they died like the heroes they were.

HOW.
