The Tokyo Aichi Vichi publishes an ac- count of a visit paid to Fort Arthur by members of the Dist, who as guests of the Government have been cruising in the **Manshu-maru. "The members inspected
the forts and city of Tort Arthur on the 8th inst. under the guidance of the Chief of Staff and other officers of a division belong- ing to General Nogi's Army Corps. The account is a readable narrative of the exper iences of the members, and is as follows:-
The principai cause which led to the capi tulation of Port Arthur appears to have beon the loss of East Keikwan and Nirgo Hill forts, and especially the loss of 203- metre Hill and Fengtai. The latter stands pre-eminent at Port Arthur, commanding East Koikwan and Niryo in the vicinity, and on its summit our officer guiden ex- plained in detail the operation of the attack, Tho prosecution of these

When we descended into Port Arthur we saw a number of 33 c.m. guns lying at intervals in the roadway--- trophies of our troops-and at the sight we cheered spontaneously. Some idea of the destructive power of modern artillery may be inferred from the fact that the barrel of a heavy gun at the rear of H. Fort was Completely smashed.

At first the explosive was placed in thick paper baga with a fuse, but the method was gra- dually improved until it reached its present perfection. A number of fish torpedoes were found on the tops of the hills, and these were thrown by the onomy-Japan, Chronicle.

The regulations establish a standard wine containing not less than 8 or more than 16 per, cont, alcohol by volume, and in 100 cubic centimetres not more than one-tenth of a gram of sodium chlorides, or more than two-tenths of a gram of potassium sulphate.
The milk standard bars milk from cows üfteen days before and five days after caly ing and requires 12 per cent. of the total solids, 8.5 per cent. of solids not fit and 3:25 per cent, of milk fat.

The following table is a chronologically arranged list of mail steamer sailings to Europe, America, Canarla, and Australia. Coast ports, Manila, and Japan are not given, for steamers are constantly -ailing for-those ports. All the American steamers call at Japan, and the majority of the Australian boats call at Manila, and, in addition to those vessels, special stramers run there. The departure of every steamer is subject to alteration. The P. & O, mails usually reach London in about 28 days, and the French and German in about 28 or 30 days.

Reckless Prosecutions.
Last night the Lilliputian Opera-Com- pany gave a highly entertaining concert at the Theatre Royal. Soon afterwards he was admitted into the celebrated artists class of Theodor Kullak, of which he remained a member up to the death of the famous master in March 1881. Then he commenced his first great Con- cert-tours and though he did not succeed as in obtaining a world-renowned yet reputation, yet he had already a call from San Francisco, Cal. While a youth of carcely 20 years, Albert Friedenthal undertook his first great transatlantic journey in 1882 which was to lend him to the far West of North America. The young virtuoso, whose great ambition was trave ling and giving concerts, had become a

The C. P. R. Co.'s s.. Empress of Japan arrived at Yokohama at 2. p.m. Monday, the 6th February, and left again at 10 am, on Tuesday for Kobe, where she is due to arrive at 10 a.m. on Wednesday, the 8th February. The P. M. S. S. Manchuria, with mails &c., left San Francisco for this port via Honolulu, Yokohama, Inland Sea, Kobe, Nagasaki and Mauila, on the 28th January,
