CUTICURA SOAP
TILLIONS use CUTICURA SOAP, assisted by CUTICURA OINTMENT, for preserving, purifying, and beautifying the skin, for cleans. ing the scalp of crusts, scales, and dundruff, and the stopping of falling hair, for softening, whitening, and soothing red, rough, and sore hands, for baby rushes, itchings, and chafings, in the form of baths for annoying irritations and inflammations, or too free or offensive perspiration, in the form of washes, for ulcerative weak- nesses, and for many sanative, antiseptic, cleansing purposes which readily suggest themselves to women, especially mothers, and for all the purposes of the toilet, bath, and nursery." CUTICURA SOAP Com- bines delicate emollient properties derived from Cuticura OintmENT, the great skin cure, with the purest of cleansing ingredients and the most refreshing of flower odours. GERMAN ». AMERICAN SHIPPING.
WASHINGTON, Dec. 17. Some questions
relating to the construction of the Pansis Canal were brought to the attention of President Roosevelt to-day, Representa. tives of Humphrey and Jones of Washington called at the White House to lodge a pro test with the President against the shipping of lumber from the Puget Sound territory to the Capal zone in German vessels. The President was informed that the Canal Commission had made a contract in Wal- hington for three million feet of lumber and that all of this lumber was to be ship pod to the Canal strip in German bottoms, to the absolute exclusion of American vessels, which were lying in Puget Sound waiting for business.
Representative Humphrey, who is a member of the Merchant Marins Commis-- sion, told the President that forty American ahips were lying idle in the waters of Wash- ington, while the German ships were carry- ing the lumber to Panama. Bids had been submitted by both American and German not vary mate-

were willing to carry the lumber in broken cargues, while the American vessels wanted full cargoes. The contract had been award- ed to the German ships of the Kosmos Steamship line. The President's callers felt that the awarding of the contract to German veeable was a discrimination against Ameri- can shipping which ought not to be canc tioned. The President promised to look into the subject.
Later in the day, Admiral Walker, presi. dent of the Panama Canal Commission, called on the President and told him that the Commission had made its contract for delivery on the Canal atrip, and that the Commission had gothing whatever to do with the contract made for shipping the lumber from Puget Sound to Panama.

GRIM TRAGEDY IN COLORADO,
Colorado Springs, Dec. 18.-The nude hody of a white woman, who is believed to: have been murdered, has been found on Mount Cupler by two residents of this city who were surveying. The body was lying face downwards across a log. An attempt to destroy the features and prevent iden- tification by burning had been made. Near the body was found a few hairpins and an empty bottle that had contained gasoline, but every stitch of clothing had been removed. From the appearance of the body death occurred about a wool
wook ten days ago.
Or
Later information shows that the body is that of a girl'about 18 years of ago, & foot; in height, and weighing about 125 pounds. It bears uvory indication of refinement. The fingers have signs of rings having been worn, but no trace of jewellery could be found upon the girl.
The head, shoulders, and portions of the breast/were badly burned, but the Thesir had burned so slightly that it was veron?y" partially destroyed. That which is
left is of a light-brown colour and would. indicate that the deceased was 'n blonde. The left upper cuspid tooth. being the third from the centre, wears a gold crown, There is every indication that the young woman died of poison.
The theory most favoured by the officers
is that, the girl was a visitor, próbably. 'from the East, and, having been letkustray by some man, was induced to accompany hu for an outing and that he killed, her by means of a poisoned lunch,

Telegrams were sent out to-night to the hiefs of police at Philadelpia, St. Louis, wol other ciling giving a complete descrip. tion, as far as possible, of the dead girl. Dr E. F. He says he may have dropped some of them, and that they may have been, blown about by. the wind. He remembers having given one to a photographer who took his photo- graph.

The meeting was convened, not without reluctance, and the actions of the Directors pains to avoid a crowded meeting, and so Bare themselves the trouble of having to answer many knotty questions which might have been put to them. The Filipeno. Pagain, who, it will be remembered, was recently sentenced to death for the murder of a fellow country-
"Tromont, board the while in the harbour, has been reprieved by. His Excellency the Governor. The sentence is now that of imprisonment for life but the exact grounds on which the reprieve was granted are not known.
The rumour that Pagain had developed acute insanity is, according to information obtained this morning, incorrect.
-The sentence which Pagain is now to undergo does not necessarily mean that he will spend the rest of his existence in prison,
conduct and other considerations he may be released in from 15 to 20 years.
However, as he is not a young man, it seems probable that he will end his days in gaol.

is due to the actions of the Japanese, and to their intimidating the Chinome. hard on the Government This is a at Peking BB on the Japanese. difficult to imagine how it would be possible to frame charges, more mischievous or Taore remote from the actual facts, than these theories. The assertion that the Chint aro making preparations with the intention of taking part with the Japanese in the hostilities is entirely destitute of truth. China any anti-foreign movement or an in- crease in the anti-foreign feeling is equally unfounded. That Japan has attempted to draw China into the conflict or to cause a recrudescence of anti-foreign settlement in China is precisely contrary to the facts which our Imperial Government believe to be within the knowledge of all the Powers. At the beginning of the war our Imperial Government agreed to the localization of warlike operations and engaged to respect. the neutrality of China outside the belligerent zone provided that Russia, making a similar en gagement to the Powers, should in good faith fulfil the conditions of the engagement. Our Imperial Government loyally and in good faith kept their engagement and they have no other intention than to continue to do so. They have at all times since the outbreak of hostilities watchod with the ulmost vigilance the course of events in Chins and have repeatedly, whenever occasion arose, advised the Chinese Gò- vernment in the strongest manner possible to maintain an attitude of strict neutrality and to take all necessary steps to protect the lives and property of foreigners, They will feel bound to pursue the same in future if the situation in China at any time becomes such as- to make similar action necessary

or
desirable. The conclusion of the Russian communication makes it abundantly clear that the motive of the Russian Government in formulating the baseless accusation which it contains was to relieve themselves of an engagement, the terms of which, with the progress of the war, are no longer to their advantage."
