CRIME IN BOOTLAND.

The total number of crimes and offences reported for the year 1905 in Scotland was 166,180, which corresponds sterly with the number recorded in 1898, viz., 166,903. From that year onwards the numbers rose, reaching a maximum in 1901 of 186,595. Then there came a season of repentance, and they fell to 182,599 in 1902, with further great decline since.

5

But taking serious orimes by themselves the outlook is not so satisfactory. Crimes against property with violence, such as housebreaking, have increased by over 50 per cent. In the last five years; forgery and currency crimes by 30.8 per cent., and theft by 16 per cent. It is in minor crimes and offences that the decrease has place.

No sentence of death was passed last year, sixty-seven persons were sent to penal servitude, and 11,351 imprisoned, while of the 92,205 fined nearly half went to prison for not paying the fines

Not withstanding this, a total of £48,817 was recovered from foes and pledges forfeited for non appearance.

The charges of drunkenness and dis -order, however, show a very considerable decline, and very nearly reach the low water-mark of 1897, when 115,000 persons were dealt with under this head.

THE SALE OF A FAMOUS BATTLEFIELD,

In the of the battlefield rises an obelisk 150 fest in height, which commemorates the doods of arms enacted there." The battle was fought July 1st, 1690, a battle which assured British ascendency in Ireland, and which was fatal to the causo of James II. His troops, 30,000 in number, were defeat- ed, with the loss of 1,500, by the forces of William, who had about the same number of men, but lost only 500.

based on a letter it guished officer in the American Navy, whose name is not given,

The officer says in the letter that ox- aminations for promotion in the Navy in most cases are practically a farce. Oficers who are notoriously, not to say scandalous- ly, unworthy of promotion are promoted all the same and given responsible com mands. This state of affairs is known to every officer and man in the Navy. It ap- plies in the case of officers whose grotesque incompetency forms a subject of ridicule throughout the entire service, and whose ignorance and stupidity are by-words in forecastle messes. We can all mention names of officers who have reached the higher grades aftor long careers who have been not only notoriously and ludicrously incompotont, but have actually been of pernicious influence in all positions occupied by them.

Commenting on this letter, the Sun

Mys:-

I

Undoubtedly a minority of them (Ame --rican naval officers) deserve the fullest con-

fidence of the American people, but of recent years more especially there have been incidents in our naval experience which have carried and justified grave and widespread doubts of much of the personnal of the service. Ships have been lost, run aground and subjected to serious dangers involving also the crews, in succession so continuous and under circumstances so eug- gestive of official incompetence that some rottenness in the system is reasonably sus- pected. The catastrophes have been des- und have gono cribed 'accidents unpunished or been only slightly reprobat- ed, but seafaring men generally have inclined to give to them a more disgraceful name. Obviously the example of negligen- ce and inefficiency to which we have reforred call loudly for some radical method

LONDON, January 31. Count Lamsdorf Russian Minister for Foreign Affairs, has informed the Hon. Charles Hardinge that he has ordered a scarching enquiry to be made in Warsaw, into the recent attacks on the British Consuls; and the completo effacement of placards in Libau and Moscow.

Tokio, February 1. Marshal Oyama reports that on our right and centre on the 30th January the Russians engaged in bombardment, while their small detachments attacked in various directions, but all were repulsed by our outposts.

The Count has expressed unqualified disapproval of the conduct of the Moscow

Prefects.

FEELING IN FRANCE.

A Bomb Outragė. Yesterday evening 6,000 persons met in Paris to denounce the events taking place in Russia; extraordinary police precautions were taken.

On our left the enemy bombarded on the 30th January with heavy guns on Peiyentai and Chenchiehpao, otherwise called Sandepu, and on the 31st January on Chenchiehpao, Yakatai (two miles east of Chenchiehpao) and Litajenton,

The enemy's offensive movements in small detachments on the 30th January towards Tatzupao, Jutaitzu, and on the 31st January towards Chinchiebpao, were repulsed on all sides.

HOME FOOTBALL.

The Christmas Fixtures.

Football was in full swing at Home dur ing the Christmas holidays, and attendances were in most cases large. The fogs provai. ling were responsible for the abandonment of a couple of matches, but others were played despite the fog, which caused consi- derable comment. In the first division of the League Championship Sheffield United headed the list with a point score of 26, out of 20 matches. However, Everton, 25 points. 19 matches, and Newcastle United, 24 points, 17 matches, are in better position.
