GOSSIP FROM SHANGHAI,

Shanghai, January 12. The bright sunshine, which is Shang- hai's splendid winter inheritance, has beon giving us unmistakable signs that it is a fickle jade, and not content with a thick white river fog two days last week, the rain i is now falling steadily and with a persistency worthy of a much better object. Were I less human and had the courage to be a philosopher, on- awet day I should excuse the minor sins and hold the weather and the weather alone responsible. What is more dreary than to sit by an office window, and watch the molancholy drip, drip into the mud- dy gutters? Don't you know that ris ing feeling of desperation, that longing to annoy someone and worst of all the dull growing conviction that life is a thing and it is our bounden duty to be- joyful if we can? Lacking the natural tendency to a cheerful spirit, under woeful conditions I hold we should be forgiven for trying with whatever menos we may be able to grasp to present things in a livelier and more healthy aspect. I think Satan must hold fosti- val when it rains, and, after all, that would only be in accordance with the view so largely held just now that his realms are not only noted for a consum. ing heat but a great bitterness of cold, and I suppose a continual rain is too horrible for anyone even to contemplate. Yes,
I confess I am in a despondent mood, but when ricksha coolies refuse a- fare because they do not like the wet, and you go spoldging over the Garden Bridge, there to be met with beggars of the worst description, forcing their infirmities upon your notice, I think I have a right to the feeling. These beggars are growing in number, despite the regulations which are supposed to exist for their removal. No one be grudges a few cents for the poor and needy, but when you know that the dirt and the afflictions are part of a profit- able stock-in-trade, sympathy is killed and you rail at the Municipal Council for not keeping laws for which they hold themselves responsible..
Golf has long held an honoured place in the sports of the Settlement, but there is a steadily increasing enthusia.am for it displayed by ladies, and this love permeates all the different cliques with which the place is honeycombed. So general has the love of it become that special rules are now being formed as to the methods of play and days for beginners. Competitions are frequent and keen and scandal is not for gotten. Scandal never is neglected in Shanghai, and I could not help won- dering whose ears tingled if their owners happened to read a par. in What Folks Are Saying ' that it was an interes- ting and exciting game played by one- gentleman and two ladies'
Will they have the pluck to play again, or will the
third party discreetly retire, but there
are so many possibilities that a feminine mind can conjure up, that I leave the problem to more capable hands,
Nanking Road is the Bond Street of Shanghai, and its spacious shops and attractive window fronts certaibly have given cause for its popularity. But now, unfortunately, some new establishments are being erected quite out of keeping with its reputation, and it is a pity the Council do not step in to prevent the smart appearance of the road being entirely last. However nice some of the shops look, they must suffer if meaner and less imposing build- ings are erected, and there is no good reason why this should be, if only we could waken the Municipal Council to a proper understanding of what we want,

Speech by Mr Chamberlain.
Mr Chamberlain, addressed a meeting of 3600 people at Limehouse, London, on December 15, on the political situation, dealing princ.pally with the fiscal issue.

Mr Chamberlain next dealt with the question of the infux of aliens. He re- Commended that they should be granted an asylum in East Africa, under British or in- ternational protection.
Mr Chamberlain then proceeded to re- capitulate his own Siscal policy with many humely illustrations. He warned the motherland of the, urgency of making an arrangement with the colonies by a con- structive commercial policy. It was no question of loyalty, it was a question of organisation. At a colonial conference it would be easy to arrange a treaty of trade Euch as Sir Wilfrid Laurier, the Prime Minister of Canada, had offored, and to discuss any other question of mutual in- terest. Mr Balfour and himself were convinced beforehand that if the colonies attended a conference they would there chow a desire for preference. We should soon know what they were prepared to give and what we could give and whether their offer would be worthy of our atten- tion..
The Liberale, Mr Chamberlain contin- ued, declared that this would be under- nining our prosperity, and breaking up the Empire. They were roady to make a treaty with France, or Germany, or the King of the Cannibal Islands, and would not fear the consequences, but they were afraid to meet their kinsmen lest they The Liberale ahould come to, blows,
treated their kinsmen as suppliants for grace, and suspected them of wishing to get everything and give nothing. That was not his idea of true Imperialism, Curiously they omphasised in the same breath the colonies' loyalty. How long, asked Mr Chamberlain, would the colonies be loyal if their loyalty was reciprocated in such a spirit. He denounced Sir Henry Campbell-Bannerman's Little Englandism, and Lord Rosebery's gas and water thunderbolts,

The application, he said, was for the con-- firmation of a special resolution passed at two extraordinary general meetings of the Company held last October, that the capital of the company be reduced from $1,500,000, being 30,000 shares at 850 each, to $760,000) made up of thesame number of sham at $26 ench. The Annual Race mooting of the Hong- kong Jockey Club will be commenced on February 21, and from the ontries for the various races it promises to be a great success from a spectators point of view. The usual Selling and Non-selling Sweeps
promoted by the various clubs will soon ba under way, and notes on the perform- auces of the ponies in training will there- fore be appreciated. A well-known local resident, who is familiar with racing in all its branches, will contribute to our columns on the golloping mornings, Wednesdays and Saturdays, notes and times, under the no-de-plume of Nero.
