Progress Undor American Rule.
In the course of a conversation with Mr C. J. Niebahr, who recently went to Sydney by the Yauata Maru, some interesting iu. formation was gathered regarding the Phi- lippines, says the Sydney Daily Telegraph. Mr Niebuhr is identified with the hat indus- try in the islands, which are now under American dominion.
American rule has brought about many changes, and the conditions of industry and commerce have been materially altered. One of the most noticeable ad- vances is in the improvement of the city of Manila. Under Spanish rule the canals that ran through the city were
