He will ask Congress for only $103,000,000 against $125,000,000 naked for last year.

Many important estimates recommended by chiefs of bureaux and department com mandera are omitted in the final list as approved by Secretary Taft. His estimates aro declared by Army officers to be the most ruthless exercise of the pruning knife over known to the Department.

Secretary Taft is strongly in favour of purchase of sites for permanent manœuvre camps, and if called upon by Congress would no doubt renew his recommendation that the four sites recommended by the special board be purchased. But that is a matter for Congress to consider apart from Army expenditures, and cannot be charged to the War Department. Strong efforts will be made early in the Session to pass such a Bill, or one similar to it, providing for manœuvre camp sites in California, Texas, Wisconsin and Pennsylvania. If Congress should pass such an Act, appro- priations for the improvement of sites and for maumuvres would necessarily follow. It is pretty certain, however, in view of Secretary Taft's action in omitting the item from the estimates for the fiscal year 1908 that there will be no manœuvres next year.

So severe wore the headaches that for days I went about with vinegar bandages across the top of my head in order to ease the pain. If I stooped I would become so giddy that for a minute. or two I would be completely dazed. At night I had terrifying dreams; and a curious thing was, that I always dreamed of death. In additon to these troubles I had acute pains in my shoulders and around. When I was fourteen I broke a my waist, blood vessel owing to excessive vomiting, and when I got older the periodical ailment which women suffer from was very trouble- some and caused me much pain I used to have bad attacks of toothache also, and became quite sallow.

I went under several doctors, who treated me for disordered liver and consti.. pation. My parents and myself all along attributed my illness to constipation, but this was in turn due no doubt to liver.com- plaint. Nothing seemed to relieve me. Some months ago my mistress advised me to try Bile Beans, so I commenced taking them. In a short time the constipation and headaches were removed and gradually every other ailment followed. For some months now I have been enjoying splendid health. These months have been the hap piest of my life. I never before knew what it was to feel so well, or enjoy such good spirita." sag

The full text of the Capitulation Agree ment, which was signed at 9.45 p.m. on the 2nd of January, is as follows —

Article 1.-Russian military and naval men, volunteers, and offcials in the Rus. sien fortress in Port Arthur and in Port Arthur harbour are all made prisoners of

War.

Article 2.-All the fortresses, redoubts, warships, steamers, and small craft, arms, ammunition, horses, and all the other mili- tary materials, buildings, and government property in Port Arthur are to be surren dered to the Japanese army in their status

Article 3.-Ip guarantee of the foregoing two stipulations, by noon of the 3rd Jan- uary the forts on Itzoshan, Siso Antzeeban, Ta Antseshan, and the fortress and re- doubts on the heights south-cast of these forts are to be evacuated and handed over to the Japanese Army.

Article 4-If it should be considered that the Russian army or navy destroyed the objects mentioned in Article 2, which existed at the time of signature of this agreement or in any manner changed their condition from the status in quo, the agree meut shall be cancelled and the Japanese Army shall take free action.

The C. P. R. Co.'s s.8. Athenian left Yo- kohama on Sunday morning, the 8th January, for Victoria and Vancouver. The C. P. R. Co.'s 8.8. Tartur arrived at Shanghai at 5.30 p.m. On Sunday, the 8th January, and left-again at noon on Monday for Hongkong, where she is duo to arrive at 9 a.m. on Thursday, the 11th January.

The M. M. Co.'s steamer Ernest Simons,

with the FRENCH MAIL of the 9th Dec. | On left Saigon on Monday, the 9th January, at 2 p.m., and may be expected here on or about Thursday, the 12th January. This Packet brings letters despatched from replies to Hongkong on 5th November. The C. P. R. Co.'s a.s. Empress of India left. Vancouver on Monday afternoon, the 26th Dec. for Hongkong, via the usual Ports of Call.

The P. M. S. S. Siberia, with mails &c.,

from San Francisco to the 17th Dec.,. via Honolulu, has arrived at Yoko hama, and left for this port on the morning of 6th January, via Inland Sea, Kobe, Nagasaki and Shanghai, and is due here on or about 14th Jan.

Steamers Expected.

The Java-China Japan Lijn steamer Tjilat- jap left Macassar for this port on the 2nd January, and may be expected here on, or about the 10th January. The O. S.S. Co.'s 9.8. Ajax left Singapore on the afternoon of 6th January, and is expected to arrive here on the 11th January.

Kintuck left Mutual 8.8. Shanghai on the 8th January, and is due here on the 11th January, The 8.8. Denbighshire, from London, &c., left Singapore on the 4th January, and may be expected here on the 11th January.
