We have just left Port Arthur, and are
only the outposts of a squadron which is now in a certain place. Captaiti Inouye laughed as he mentioned a certain place'; that being the out-and-dried and most aggra- vating formula invariably used by the Japanese officials in describing the locality of troops or ships whose precise position is of the greatest interest to press correspon deats. These vessels are now, as he explained, in a certain place,' and he admitted that they were probably sailing at the present moment to the west and southward of Singapore.

In his opinion it would be highly regrettable if the German sphere of interest, in China, the province of Shangtung with its rich natural resources, were to pass under Japanese influence. The lecturer, how. over, confessed that, although the Ger- mang were tolerated by the Chinese, the latte perferred to deal with the Japan- ese and placed every possible obstacle in thepath of German progress. The Chinese, for example, were now doing their best to [hing about the construction of a railway fen Tsinan-fu to the coast-which would quinate some miles to the north of Toing ay, and would thus become a serious rival to the now German railway between Tsing-tau And the interior of the province of Shan- frung, He feared that if the Japanese prov- ed victorious in the struggle with Russia thoy and their commerce would receive in creased support from the Chinese, while German trade would be left stranded high and dry. Herr Wons considered tha this was peculiar hardship, especially in view of the great debt which Japan owed to Germany. But it was a regrettable fact that the Germans, of all other, were objects of hatred and suspicion in Japan. He himself had been assaulted in broad day light at Shimonoseki by two apparently respectable Japanese simply because he had been recognised as being a German. The lecturer concluded by observing that the Japanese not only did not love the Ger- mans, but hated thom because they saw that the Germans were surpassing thom in' the race for commercial supremacy in China. In view of this fact, and in view of
