There aro minds, and many different men of different the task of the Commission, not an oney one if the membors had a free hand," is made more difficult because nothing even bearing with it the slightest suspicion that Protection is not infallable at home and abroad will be tolerated. Protection, like gunpowder, was invented in China, China used gunpowder for fireworks and built a Chinese wall that excluded for centuries the Tartar and progress. Protection in this country is tempered with common sense. and so long as there is no endeavor to extend it more than three leagues from the land, it works fairly well. Extend it on to the ocean, and it becomes French bounty- a doad failure. What is wanted, is the real protection of omitting local taxes on- ship property, which receive neither pro- tection nor benefit from the State from which the ships hail. Remission of duties on the material entering into the construc- tion of modern vessels, by which means American steel can be imported from for- eign countries at about $10 per ton less than it can be bought direct from the same mill. Repeal the ancient navigation laws, and supplant them with laws based on pre- sent conditions. Permit Americans to buy foreign ships if they choose to, and put them under the American Bag, but debar them the coastwise privilege. As bas before

"THE JOYFULNESS OF FOLLY. What & pleasent thing is folly! Only those who know very little, or (better still) nothing at all, appear entirely happy For whereas a'fool sincerely believes that he knows everything, a wise man is by constant proofs reminded that ba knows very little. But stay! There is some- thing wrong here. This philosophy won't do. Is ignorance, after all, really happiness? True, a very old proverb assures us that is folly to be wise," but, like most proverbs, we enspect that this one must not be taken too literally: A cer tain miser when young buried a board of gold in a secret place, intending to dig it up for use when he grew old; but his miserly spirit pre vented him from ever believing that he was suf- ficently old to need it, though he lived to a great age. As a matter of fact, the miser was observ ed barring his gold by a man who dug it up and made off with it the very next day; but the miser never knew this. Here, now; was a casa of ignorance being bliss. Ent for every once that "ignorance is bliss" it spells rainous dias- ter a thousand times. In piping times of peace and prosperity the foolish jog along joyfully;

in the course of our lives, and all of us must be. But unfortunately, not all of us have the good fortune to be told-as Mr David Brown, of 29, Albany Street, East London, Cape Colony, was WORL is best to do at such a time.

Said Mr Brown on 23rd May, 1904: "For the last six years I have suffered from kidney trouble, It appeared first when I was living at Los Angeles, California, USA. During five of these years I was attended by several doctors, but never benefited much for all their treatment. A large number of people in every country re- semble Mr Brown in cherishing a feeling of graffade for the good they have derived from Mother Seigel's Syrup. A goodly proportion of them have been cured by it, of indigestion. Here is one, taken at random--Mr Robert Jones of 163, President Street, Johannesburg. On 21st May, 1904, Mr Jones wrote thus: 4 For

inch thick at the narrowest part, was taken ment, at Green Island, near Macao, a little more than 16 years ago, but soon found that the plant, there was not able to meet the demand which suddenly grew for their cement, so that in 1899 a much larger and more up-to-date factory was established in the Colony of Hongkong, on the Kowloon side of the Harbour, where it at present stands. Since that time there have been many changes, and eyen now the Com- pany's works are in a state of transition: The over-increasing demand for their pro- duct has rendered further plant necessary, and that to be installed for which now capital has just been authorised) will be of the latest and most approved design.

In the early days the kilus employed were of the intermittent description which meant that they were stocked with mate- rial, fired, and allowed "to burn out, *process which took from five to six days. Then the present kilns of the Aalborg type were introduced which run continuously for about two years at a time, and take from three to four days to burn the stone, and next comes the Rotary Kila, about to be installed, which reduces the time requir ed for burning to the small space of one bour.

By the courtesy of Mr V-Uldall the Company's general manager of the works, both here and at Macao, & representative of the CHINA MAIL was afforded an oppor tunity of inspecting the Kowloon factory recently and was conducted over the works. To start at the beginning to try and convey an ides of the Company's works, it is first necessary to state that cament is composed of limestone and clay mixed in certain proportions. The lime stone is obtained near Canton and the clay near Macao and are brought here in junke, From the wharf the stone is conveyed by means of the overhead buckets, with which everyone who has been along the Kowloon Road is familiar to the Company's yard, where it is tipped in heaps, as desired, for future use. It next finds its way to a building from which a deafening noise is ALEX ROSS & Co. constantly emanating, where is situated the Hougkong, April 23, 1904. 1412

breakers or crushing mills, of which there are two. These to the zion technical mind can best be described as round steel cavities in which very heavy steel rods work from side to side and crush up large stones as easily as if they were wal. nuts. The two crushers can put through eight tons of stone cach per day. The stone is reduced to about the size of road metal, and the next mill farther reduces it to about the size of peas. It then goes on to what is known as the edge runners where it is ground intocoarse powder. The machine for pulverising the material consists of heavy rollers, or edge runnors, working on a sta. tionary bed and under which the stone is fed. The powdered stone passes on to the "griffin' mills where it is crashed finer still, and it is then elevated by means of lifts to the upper storey of the building, where it meets the clay which has been ground up by a some- what similar process, and each is weighed
