ST. PETERSBURG, Nov. 21.- In order to secure the proper development of the life. of the State and the people it is imperative- ly necessary that there be regular participa tion of national representatives, sitting an

The above is the final form of the de claration of Zemstvo representatives in favour of the election of a body, not mere- ly to participate in legislation, as at first reported, but to be entrusted with the framing of the laws of the Empire.d

The meeting to-day also adopted the declaration in favour of granting general. amnesty to political offenders imprisoned or exiled by administrative orders. Thus completed, the programme declaring the necessity of the participation by the people in the Government was signed by 102 Zemstvo presidents, including 30 presidents of provincial Zemstvos, out of 32 who attended the meeting.

ST. PETERSBURG, Nov. 24. The Interior Minister, Prince Sviatopolk- Mirsky, went to the Tsarako-Selo Palaco to-day to present a Zemstvo memorial for greater liberties to Emperor Nicholas,

Two incidents have occurred, both of which militate against the Liberals and in- crease the difficulty of Prince Sviatopolk- Mirsky's position. Prince Mestiohorsky, Editor of the Grashdanin, who is head of the reactionary Press, this morning un- masked his batteries, attacking the Interior Minister in such a fashion for his Liberal tendencies that Prince Sviatopolk-Mirsky, for the first time since he assumed the Ministry, ordered the confiscation of the issue. In the strength of the influence. behind such an attack lies the real signifi- cance of Prince Mestichersky's act.

At the same time, from the opposite direction the Nasha Ziem (Our Life), » nsy Radical paper, authorised by Minister Sviatopalk Mirsky, indulged in a direct attack on the Emperor, with the result that the Minister ordered the suspension of the publication. The action of this pa per is considered to be very unfortunate, as it places a powerful weapon in the hands of Prince Sviatopolk-Mirsky's enemies.

Many of the Minister's friends are incli- ned now to believe that the Zemstvos went too far and have jeopardised the position of their best friend.

The meeting of the Zemstroists ended. yesterday and the members have dispersed to their homes. In a few days the ne

news of their action will be spread throughout Rus as, from the Finnish Gulf to the Caspian Ses, from Poland to the Ural Mountains. AN ALLEGED ROMANCE,

For the love of protty Carmencella, & French serpentine dancer, the detectives declare, Sherman Harris took his life. *Harris was found in his room at the Oaks Flotel, 129 Third Street, recently. in a semi-conscious state. At the Cen- tral Emergency Hospital he was revived for a monent, during which he told the sur- geons that he had taken opium, but whether ho dil so with suicidal intent, he was too work to explain.

For two years Harris has been the man- ager of a theatrical company, which has been touring the Orient. In the company was a pretty dancer, known to the public as Carmencella, to whom Harris was very much attached. Their relations continued pleasant until Shanghai was reached after a sEccessful visit to the Antipodes In the Chinese seaport Carmencolla deserted Har- ris for a wealthy Englishman. Harris pleaded in vain for her to return, but the wealth and position of her new suitor prove ed more attractive than the humblo ludg ings of Harris. For a time Harris tried to forget, hut old scones kept the image of Carmoncella still before him. Finally he decided to quit the Orient and return to his former home in Chicago. He took passage on the steamer Stapley Dollar, ' arriving here on October 19.

The story is says the Chronicle, interesting, but we doubt its authenticity. For one

thing, there are overal errors in the par- agraph. Carmencella was not. French, but American. She did not tour in the Auti- podes after leaving Japan, but remained in Shanghai. The wealthy Englishmaan is, wo believe, a fiction. And, finally, Mr Harris is not as dead as there represented, for so far from having committed suicide in San Francisco on the 5th November, he was in Osaka a fortnight or three weeks ago and is now on the Pacific on board an American transport, upon which he obtained a pas. sage, Carmencella is still at Shanghai, but does not wear that name in private life. Possibly the paragraph is connected with an advertisement scheme, and may herald à reappearance in America of this bright particular star.

SCIENTISTS have for a long time been

A Place with a Future.

At present the village of Taipo, is the scene of active building operations, several stractures being in course of erection. One is a new residence and offices for Mr E. D. C. Wolfe, the New Territory Magistrate, and a brother officer, and should be an im- provement on the present matshed quarters which are nevertheless very comfortable.

** Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9,

The zero of the table corresponds with: the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sua level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to the height given in the table.

Add 23 minutes 18 seconds to the figures given below to correct to Zone time..
