FOR BABY'S SKIN
SCALP AND HAIR
Something for Mothers to Think About EVERY CHILD born into the world with an inherited or early developed tendency to distressing, disfiguring humours of the skin, scalp, and blood, becomes an object of the most tender solicitude, not only because of its suf- fering but because of the dreadful fear that the disfigura- tion is to be lifelong and mar its future happiness and prosperity. Hence it becomes the duty of mothers of such afflicted children to acquaint themselves with the best, the purest, and most effective treatment available, viz., THE CUTICURA TREATMENT.
Warm batha with CUTICURA SOAP, to cleanse the skin of crusts and scales and soften the thickened cuticle, gentle ancintings with CoriCURA OINT- BIENT, to instantly allay itching, Irritation, and inflammation, and soothe and heal, to be followed in the severer cases by mild doses of CUTICURA RESOL VENT PILLS (see below), to cool and cleanse the blood, are all that can be desired for the alleviation of the suffering of skin-tortured infants and children and the comfort of worn-out, worried mothers. A single set is often sufficient to cure when the best physicians fait

SWISS RAILWAYS.
In an articla on the nationalisation Swiss Railway, Traction and Transmission saya that the negotiations with Italy with reference to the Simplon lice have been very difficult. l'ublic opinion in Switzer- land has been considerably aroused, and the Föderal Council has been severely criticis ed, on the ground that inghould have shown more foresight before undertaking de finitely the work of nationalising an interns- tional railway." Not only with regard to the Simplon tunnol did this enterprise bring considerable disappointment to the Fedoral Council, specially in relation to foreign in- terests. It found that it was impossible to include in the purchase the acquisition of a very short line, but one of considerable im◄ portance to international traffic.
This operation referred to a section, situated on Swiss territory, of the line which connecta Geneva to the south, the centre, and "the north of France, and which belongs to the French Paris-Lyons Mediterranean Com...” pany
This company had entered upon an agreement with the, Confederation on the
t
subject of the purchase by the latter of the ling and the station, which aro situated in the canton and the city of Geneva; but the French Government refused the necessary consent, for motives which were not explained, but which are not difficult to suspect.
LEGAL REDRESS FOR THE
NOISE NUISANCE,
From
number of letters which have
recently appeared in the columus of certain daily papers, it appears, says
ering,
that the use of traction engines and other heavy vehicles at night time is the cause of much discomfort. It is said that the draw-
ing of heavy loads through the greats during the small bouis of the morning causes so much noise and vibration that
noise and persons are disturbed in their sleep, These persone, not unnaturally, ack whether there is, or can be, any legal redress, Prima facie, everyone has the right to use the highway in a reasonable inander. If it is necessary for a builder to carry a large quantity of bricks from one place to another **
for the promoters of a tube railway to remove a large quantity of soil in heavy wagons, it is conceived that the highways are open to them for the purpose. In other words, the law protects those using the highway more than those who reside near it. In the circumstances it is interesting to enquire what legal re- medy, if any, is open to persons whose comfort is disturbed by traffic. To obtain relief the frontager would have to show that the traffic in question far exceeded what was customary at the time of day (or night) when the nuisance occurred. Moreover, it must be shown to be exceptional and un- reasonable. Selborne has decided in law that the question, What is a nuisance by noise? is emphatically one of deedə Baid If my neighbour builds gainst a party-wall next to my

PRIZE DAY AT ST. JOSEPH'S

Prizes Presented by His Ex-

As Christmas spproaches it bringe with it promise of holidays to be enjoyed alike by old and young. With the latter, who have not yet entered seriously into life's battle, usturally
the vacation is longer and thus it is that we find that our schools and colleges are now about to enter on the Christmas holidays. St. Joseph's College is first in the field, the breaking up taking place to-day, and in order to mark the occasion the prizes won by the most success. ful students were awarded this afternoon His Excellency Sir Matthew Nathan, who has displayed considerable interest in the work of the College, kindly consented to make the presentations. For some years past there has been no prize day at St. Joseph's and the students have been de prived of that incentive which reward for successful efforts naturally provided, but the present Director has wisely decided to revert to the time-honoured praction and the result should be an encouraging one.
His Excellency arrived at the College at about 4 o'clock and was received by the Director Bro. Sylvester and conducted to the College Hall where a large number of visitors together with the students and Brothers of the College had: assembled.
Prior to the priza distribution the Director read the following report of the work of the College during the year :-
Your Excellency, Rev. Fathers, ladies and gentlemen, to give a report on the work done in this School since the last prize day would be a rather difficult task, as I think there has not been any since 1897, I shall, therefore, limit myself to bringing before your notice as briefly as possible the various
