It is waiting only for further development. In One respect its resources are inexhaustible, for its great rivers afford zu unfailing source electrical power: and in a facare. not. perhaps, so remote as we think factories will gravitate to the neigh bourhood of its streams. Ittle has at present been done in setting the rivera to work, for the time has 1 ot yet oume; but they might be called now, as in the past, the heart's blood of India. Over a large part of that vast territory the rainfall is under- tain, and agriculture must be dependent on irrigation. This alone can avert the famines which, since history begin, have been the ncourge of Hindustan. Its Rulers, both in Ceylon and in India, recognised the fact at a very early period. The irrigation worka in the Island, some of which were made long before the Christian Era, are on a grand scale, and show remarkable skill, In India revorvoirs and canals, hardly less remark able, were constructed in various parts, especially under tho, Mogul Emperor. With the decline of their power the works began to go out of repair, and are now in many places useless. In both countries wè have of late, and for the longer time in India, taken the matter seriously in band, no that in the near future the natives will
be at least as well off as they were three or four centuries ago. On the mainland about forty-four million acres are now irrigated,
One fact which the President mentioned needs no comment. The Grand Anicat, a dam soross the river Cauveri, was construct- ed in the second century. In 1836 it was restored by Sir Arthur Cotton at the cost of one hundred and fifty thousand pounds, and it now brings the Government an annual revenue of sixty-six thousand pounds. But agricultural products, like minerals and manufactures, are only locally valuable, in the absence of means of transport. Thirty- five years ago, during the famine in Orissa, there was no lack of grain in other districts but it could not be conveyed into the dis trassed area, &, though a million and a-half sterling was expended on relief works, one million persona-one fourth of the whole population of the province-perished from starvation.

Bad Behaviour of Lascars. From additional particulars that are now available concerning the wreck of the steam collier Shrewsbury it is evident that the steamer's"white orow badka very unsovi- able experience, and were called upon to show great pluck in the face of almost overwhelming dangers. After the steamer commenced her voyage, on November 10, nothing out of the common happened although the sea was a little rough, until about. November 16, when the weather be-P. M. The ship, however, made steady headway and with- out the loast warning of what was going to happen, at 18 minutes past midnight on November 18 she struck on the Bombay Reef. Almst immediately after she struck two heavy seas caught her and washed her right up on the reel, and to this fact the orew probably owe their lives, so had the steamer remained where she first struck in all probability she would have foundered before the men could have taken to the boats.
