The London Gavile notifies that the King has been pleased to give unto Fre derick Mayers, Esq., of the Imperial Chi- nese Maritime Customs Service, His Ma- jesty's Royal licence and authority that he may accept and wear the Insignia of the Hirst Class of the Third Division of the Imporial Chinese Order of the Double Dra- gon, and to Hermann Dawson Groño, Esq., of the Imperial Chinese Maritime Customa Service, His Majesty's Royal Licence and authority that he may sccept and wear the Third Class of the Third Division of the same order conferred on them by Hie Im- perial Majesty the Emperor of China.

The German Birth-Rate.

Statistics just published show that the birth-rate in some of the largest German towns is steadily on the decrease. This is most marked in Berlin, Charlottenburg, Hamburg, and Crefeld. In the 'Seventies, Berlin had a birth rate of 47.2 per 1000 inhabitants; and in 1875, Charlottenburg The corresponding figures for one of 49.

Cologne, Stettin, Nurenberg, and Mannheim even show & considerable in- crease in the number of births per thousand inhabitants. The birth-rate in the whole German Empire reached its highest figure in 1876, when there were 42.6 births per thousand inhabitants. Since then it has steadily decreased, being only 36.8 per thousand inhabitante in 1900.

In the Federal House of Representa tives on Nov. 2 Mr McCay, Commonwealth Minister of Defence, outlined his Defence Scheme, which is largely constituted after the Swish and the new British systems. The scheme provides for the establishment of a Council of Defence, consisting of the Minister of Defence, the Treasurer, the

A Well-known Cricketer Dead.

The well-known Yorkshire oricketer Jack Brown is dead. Pthysis is, no doubt, the cause, although the telegram does not say so, for last year the state of his lungs prevented him from taking his customary place in the Yorkshire eleven. Jack Brown was one of the most popular professional cricketers of the day, and was A typical Yorkshireman. He always played the game and there was no better man in a tight corner. His work for Yorkshire was practically done and he has been on the wane during the past few years. Brown and Tunnicliffe were a splendid first-wicket pair and as is well-known they held the record for this, 554 compiled against Der- byshire in 1898. Then what cricketer needs to have recalled the imperishable feat of Brown, Ward and Maclaren in Aus. tralia, when they wont in against a total of 500 odd and won the match and the rubber. Jack Brown was only 35-a big age unfort unately for the professional cricketer.- Times of Ceylon.
