worth while to make to produce wheat I
believe that at an outside estimate a bounty of 5a. per quarter will be very amply suff cient, bounty of 108, anquestionably would be, and I give the figures for each
per quarter on 3,200,000 quarters is £800,00 ; and 10s perquarter on 3,200,000 quartern is £1,60,000. To either of these sume let us add £1,000,000 for the expense of administration, &c, and we have two sums of £900,0 0 and £1,700,000. Add to esch of these the £168,0) already arrived at, and we have two sumsof £1,088,000 and £1,868,000), respectively, representing six weeks' breadstuff supply to the United Kingdom. These work out respectively on the 5s. bounty at £174,000 per week of food supply, and the 10s bounty at
£311.333 per week of foud supply, surely not an excessive price to pay for the safety of the Kindon.
With how many weeks' supply we should be reasonably safe is a matter for individual opinion. I should put it at the whole aix weeks. Few peop Yould, I think, put it at less than four weeks. In regard to the £100,000 which I have put down: for ex- penses of administration, I have more than one and more than two schemes which bring the figures well within that sum, but it is not worth while to discuss them now.. It is useless to argue what coloured trousers one should wear with a man who prefers to wear none at all, and even if this "£100,000 had to be multiplied by two, three, or even [four_ it would not very greatly affect the
result. I want to establish my scheme first; the details offer no great difficulty, Now let us see how the scheme will work from the farmer's point of view. Let us make the case of a man with a small farm⠀ producing a hundred quarters of wheat.' When he has harvested it it is worth, st 3. a. per quarter, £150, plus the value of the straw, which we may put at £60. He will receive in cash „£150), and on. the Es. bounty he will receive at the end of a year. £25 and his straw
straw another £70. The £25- will surely not be a bad rate of interest on his straw. On the 10s. bounty he will receive at the end of the year £50 bounty "aud his straw£70. - Meantime we shall not starve nor shall we have bread riots. Ibid you and your readers farewell. Yours, &c.

tion. The coolies are intelligent, indas. trions, bopeat, cheerful, and contented, The manner of their treatment leaves no room for complaint. They are well housed, well ed, well looked after, attended by their own medical officers, and in every respect are encouraged to do their best. The charges of ill-treatment seem so stupid as to be hardly worth while contradi ting.' "Dealing with the result of the experi- ment, Mr Alhu nid :—
*It is no ex-ggeration to say that the im- portation of Chinese labour wil prove the salvation of the m ning industry, and, in- deed, of South Africs. Regarded from the lowest standpoint, it would be a fatal policy to ill-treat men, fo every one of whom we have to pay $20 to bring him on the Rand. I will not any that we did not commenco this exp.riment without some misgivings. There were the possibi ities of trouble with the Kuffire, of other forms of native discon- tent, and also the fear that the coolies would live on an oil rag and take all their money out of the country with them. All these fears have proved to be grown. dless, and Chinese labour is proving an unqualified success. I would not sy this if I were not shaolutely convinced on the point The Koffice are working side by side with the Chinese, and are cheer fully helping the new comers in their work, and the hinuman is spending money freely, much more so than the K fir. The Chinese live well, and are proving ambitious, with the result that they are making as much money as possible.
By the end of the year we shall have 40.000 Chinamen on the Rand It is im possible to say how m ny we shall want as the greater the supply the more will the industry dor lope. The best proof of the success of the experiment is the fact that we are all eager to have as many coolies as can get, in spite of the tremendoua outlay of capital involved. I have never Been better unskilled workmen then these Chinese. No country could wish to have batter. They will solve the great labour question.

GOLD COINAGE POR CHINA. For sometime the Government of China has been anxious to exchange the silver cur- rency for a gold coinage. Chang Chih Tung has argued out the question. He does not think, however, that at present, a gold standard would be advantageous for this country. In fact there would be not only no advantage but there would be loss. He has, therefore, advised the Throne not to sanc. tion this change. It does not matter to which of the foreign powers the task were entrusted, the thing would not work. But the Board of Revenue has requested each province to look carefully into this matter,
