Two other ambitious schames for electrio tmotion on a large scale have recently been brought before the Electrotechnical Associa tion of St. Petenburg

The first is no less than the electrification of the Trans-Sibe- rian Railway Froject considered by Count A. F. Lubienski not only

desiɑable, but necessary. The transporta- tion of passengers and goods on this railway has developed to such an extent that it will soon become necessary to increase the num- ber of trains, which at the present time amount to forty or fifty per day. Owing to several circumstances, particularly the light- ness of the valli and insufficiency of water, the existing trains are said to have reached their practical limit of spoed; and though the water dificulty might be met by cana- lisation or other means, the relaying of the

track would entail an enormous expendi-

ture of money and time. The Count main-

aina that the most rational and economical

way of meeting the case is by the introduc- tion of slectric traction on some parts of the

The report continues :-'In 1837 an abortive attempt was made in the House of Lords to bring -domestic sinoke under Legislative control. Little more appears to have been done until last year, when the Coal-Smoke- Abatement Society carried out some tests at Westminister in rooms lent by His Majesty's Commissioner of Works. Only a few grates were tested but some of them largely reduced the smoke, and the society was so strongly convinced of the utility of these teats that it memorialised the Council to carry on the work on a more extensive scale. Since the receipt of this memorial the Smoke Abatement Society has itself carried out a further series of tests of domestic grates with satisfactory results, and the Public Control Committee will shortly have the whole question of domestic smoke under con sideration in order to see whether further measures can usefully be taken.' With rogard to the words in italics, there is ono matter which the Committee may consider inmediately. They may consider whether the phrase 'domestic smoke' has not been given too wide an intorpretation by those whose duty it is to institute proceedings. In the case of M Nair . Baker (20 T. L. R., 93), which was

decided at the end of 1903, the question arose whether a West End club could bo prosecuted under the Acts now in force. The club in question consisted of 750 mem- bers, and occupied a house with the usual club accommodation, where meals were cooked for the use of members, and where there was a furnace and boiler for heating the premises. Besidos the servants' bedrooms there were five bedrooms for the use of members. The smoke from the cooking-ranges and the heating- furnace passed up one chimney. This chimney having sent forth black smoke in such quantities as to be a nuisance, pro- ceedings were instituted. It was decided that the house was not a "private dwelling- houso' within the meaning of Section 24 (b) of the Public Health (London) Act, 1891, and that an offence against the section had been committed. Having regard to this case, it is possible that there are quite a large number of buildings and establish. ments in London which are treated by the authorition as domestic,' but which might easily be brought within reach of the penal provisions of the Public Health Act. -- Engineering.
