He promptly ordered the Chief of the district to go and see what was the matter. The latter assured him that he had no doubt that it was only a quarrel, ♣ mat. ter of daily occurrence; but nevertheless went, saw the murder going on, came back and said, 'Oh, your Excellency, it is just as I thought, merely a quarrel." The victim was taken to the hospital, where he died of bis wounds two days afterwards; and his danilant wa

set upon by the mob and received även unds in the head and twenty others, dying in the hospital on the same day as the other.

No further comment is needed on the laxity and indifference of officials. It was said when I was on Saghal on that the authorities at Alexandrovsk expressed surprise if ten days elapsed without an escape from prison. In fact they looked upon the island as a prison in itself, and so it was; but fellow-prisoners on that same island were made to suffer through this elackness, Sponking one day to the Chief of the prison at Due on this subject, I ask. ed him. Will the patrols at the Alexand- rovak prison be condemned to a penal regiment on account of the recent escapes of prisoners? Yes,' he said, if they are proved to has been culpable.

But, I replied 'you yourself have ad- mitted that there are not enough sentrios and warders on the island, and how in that case can they be held responsible !'

Under his régime the Due prison was be ginning to outlive its terrible reputation, He showed consideration to his prisonera, and rung other things, allowed those in the mines to earn a little pocket-money by working on holidays. In the olden days there were many escapes from Due; pri- soners clubbod togerber and fled northward so Pogabi, and others smuggled themselves on board coaling vessola. The chief mate of an ocean-going steamor flying the Japan- sae fg told me how, when engaged in the coasting trade north of Japan, his vessel had once coaled at Due, and ap exile had begged the captain to secrete him and carry him away, offering at the same time á con- siderable reward.” The captain agreed, and the exile was put into a cask. In order to avoid suspicion, for the Russian officiala were used to all manner of deceit, the cask Was a quarter filled with water, and when the daily search was made, the cook would bany himkull in drawing water from this Cask.

to the jerry, through a bit of scrubby forest, it was well to have them free, and to keep a sharp look-out up and down the road. In the daytime, I was advised not to let anybody overtake me without ob- serving him over my shoulder, and at night never to play the good Samaritan, for one of the ruses of the would-be murderer was to lie in the road, feigning to have been wounded.

Once warned of thene many dodges, and well armed, one's cha ces were pretty fair. Safety Heemed to lie in a good show of arma and watchfulness. Probably it pounds dangerous in the o ra of a read. r whose ex- perience is confined to Western Europe, but it is not difficult to acclimatise uno's self to any atmosphere; and I may assure him that he would have found it so after a few days on Saghalien. I shall think, not that I have ex-ggerated, but that I have presented a picture out of proportion, f warned and fully armed against danger as I was, the reader imagines that I was in any greater peril than thousands who returned form the South-African war without a scratch.

Farcels. Parcels for the United King dom vis Gibraltar posted before 3 p.m. on Friday, the 4th November, are due in Lon don about the 11th December, and those posted before 3 p.m. on the 18th of Nov., are due in London on Christmas morning.

With an additional fee of 60) conta parcels may be sent via Brindisi, and if posted before 3 p.m. on the 18th of Nov. would accompany the letter mail, which is due in London on the 19th of December. Parcels intended for New Year's delivery should also be forwarded by the mail of the 18th November, as the mail por 8.8. Chusan, which leaves here on the 3rd of December is not due in London till the 8th of January via Gibraltar, and the 2nd of January via Brindisi. The rates of postage on ordinary parcels are as follows:-
