In his recently published book, !Id the - Uttermost Esst* (Harper & Brothars), Mr Charles B. Hawid given a very interesting account of the state of affairs on the island of Saghalien. The view taken by Mr Hawes is that it is not so much the system
that is at fault as the deficiencies of organ- isation and the demoralization of quicials. Re makes the following statement of the working of the. ¡free command' or ticket- of-leave' system ;-
The system of allowing convicte' fres commands to live outside the prison, | though still under certain restraint, has its difficulties and the necessity for economy insisted upon in St. Petersburg, résulting: in an insufficiency of warders, adds con- siderably to these, and yet, if officials. would only spend less time in drinking and
gambling, much might be done towards
rendering life and property secure on the

The man passed on to the town, and I took his place, as she wished to return to the jetty. As we went along, two poor creatures from the lazáret, which whe-

SATURDAY,
Much bas been said and written on the
question whether the Russian nation is to
be credited with more or less drunkenness than Western nations. Whether or not the defenders of Russia are correct in maintaining that the peasant is not fre quently a victim of alcohol, and has not the wherewithal to pay for it on ordinary working days, there is no doubt that he excels himself and publishes his failing' abroad on holidays. -
The man reeled towards us, and in his drunken, good-natured way, calling out Zdravstvuete! Kak vi pazhivante?" (Good morning. How do you do?'). At: half-past six that evening he lay a corpse in the market place. His companion ĥad murdered him for the sake of the seven or eight roubles' upon him. This was in day. light, in a busy spot where the soldiers and police ought to have been-possibly even werny but the very atmosphere of the place. seems; criminal, and the officials, looking 1 upon the convicts as brutes, are tempted to lot then fight out their own quarrels, and if they happen to end fatally it is only one rascal" the less.

NOTICE TO SHIPPERS.

The third murder occurred three days later. A man called, at my lodging and spent a little time in the kitchen, and was accompanied home by our two convict ser- vants. His home lay just off the market- place, and shortly after they left him, he sat down near the lamp, when suddenly the outer shutters were forced open and he was shot through the window. This "ap- peared to be the latest fashion, in mur. dering, for it was the third by this method within a fow wooks, Ed
Another occurred in a house just oppo: site ours near the Customs sheds. The fourth case was, that of the father of a scho- lar of my companion's at Due, to whom I had given sothe pence. It was two days lator that we saw soldiers bringing along his parent's corpse, which had been washed up on the beach close to us. The man had been returning from Nikolaevak with fifty or sixty roubles in his pocket, the proceeds of his little commercial tran- sactions, when his comrades, in the middle of the strait. set upon him, killed him, and threw his body overboard. The Straite. of Tartary could tell many-a-story of this
kind.

the baker who, setting out on the morrow to call, found all five murdered.
Down in the market-plice, or bazar, that acene of terrible deeds, there are frequent quarrels, in which, knives, daggers, or reyal- vers are drawn and the police or soldiers are either acont 'or quite Indifferent. I give here a typical one that occurred during Easter of last year (1908): It was told by an eye-witness. The only warning the pre- sér by had of anything wrong was the sud- dou gathering of a crowd of Caucasian exiles. At length, between the legs of the crowd, two of them could be seen on the ground struggling, the one uppermost dig-
ging his knife into the other, lean michae of jealousy which had Phod les cas yours, and the victim of the attem find long ago: asked for the protection of the police but he was met

took no notice of the disturbance. My in formant hurried off to soquaint an official, who in his turn informed the Military Governor. He promptly ordered the Chief of the district to go and see what was the matter. The latter assured him that he had no doubt that it was only a quarrel, ♣ mat. ter of daily occurrence; but nevertheless went, saw the murder going on, came back and said, 'Oh, your Excellency, it is just as I thought, merely a quarrel." The victim was taken to the hospital, where he died of bis wounds two days afterwards; and his danilant wa
set upon by the mob and received även unds in the head and twenty others, dying in the hospital on the same day as the other.
No further comment is needed on the laxity and indifference of officials. It was said when I was on Saghal on that the authorities at Alexandrovsk expressed surprise if ten days elapsed without an escape from prison. In fact they looked upon the island as a prison in itself, and so it was; but fellow-prisoners on that same island were made to suffer through this elackness, Sponking one day to the Chief of the prison at Due on this subject, I ask. ed him. Will the patrols at the Alexand- rovak prison be condemned to a penal regiment on account of the recent escapes of prisoners? Yes,' he said, if they are proved to has been culpable.
But, I replied 'you yourself have ad- mitted that there are not enough sentrios and warders on the island, and how in that case can they be held responsible !'
The only answer was asbrug of his shoulder
Under his régime the Due prison was be ginning to outlive its terrible reputation, He showed consideration to his prisonera, and rung other things, allowed those in the mines to earn a little pocket-money by working on holidays. In the olden days there were many escapes from Due; pri- soners clubbod togerber and fled northward so Pogabi, and others smuggled themselves on board coaling vessola. The chief mate of an ocean-going steamor flying the Japan- sae fg told me how, when engaged in the coasting trade north of Japan, his vessel had once coaled at Due, and ap exile had begged the captain to secrete him and carry him away, offering at the same time á con- siderable reward.” The captain agreed, and the exile was put into a cask. In order to avoid suspicion, for the Russian officiala were used to all manner of deceit, the cask Was a quarter filled with water, and when the daily search was made, the cook would bany himkull in drawing water from this Cask.
If a parse is almost indispensable fo Regent Street, & revolver is absolutely in Saghalien. My interpreter, who had three years" experience of the island, always insisted on my carrying it, whether I was going into the town or only for a couple of yarda nu'side the door of our abode. There www only one occasion on which I left it he hind, and that was when I went to call upon the Governor, It was morning, and I was in my dress-suit; and English tailors are not in the habit of supplying revolver poc- kots to dress suite, hence its absence on this occasion. My companion, however, carried his and we had hat a short way to go. Unbleached cotton, a frieze khalat, and fetters form a more suitable costume for Saghalien then a dress-Bait. I admit : but etiquette demands this for a civilian presenting himself to the Governor, al- though a frock cont suffices for an inter- iow with his Imperial Majesty the Tsar. It seemed odd at first 10 take a revolver instead of a prayer book to church, and a trifle out of place to make an afternoon call with such an article. At night it was desirable to carry it in your hand, for a couple of arounds d--lay mi ht be fatal. In the streets of Alexandrovsk, after dark, we held them in our pockets; but on the road
to the jerry, through a bit of scrubby forest, it was well to have them free, and to keep a sharp look-out up and down the road. In the daytime, I was advised not to let anybody overtake me without ob- serving him over my shoulder, and at night never to play the good Samaritan, for one of the ruses of the would-be murderer was to lie in the road, feigning to have been wounded.
Once warned of thene many dodges, and well armed, one's cha ces were pretty fair. Safety Heemed to lie in a good show of arma and watchfulness. Probably it pounds dangerous in the o ra of a read. r whose ex- perience is confined to Western Europe, but it is not difficult to acclimatise uno's self to any atmosphere; and I may assure him that he would have found it so after a few days on Saghalien. I shall think, not that I have ex-ggerated, but that I have presented a picture out of proportion, f warned and fully armed against danger as I was, the reader imagines that I was in any greater peril than thousands who returned form the South-African war without a scratch.

When a clock is run down it has no longer any energy or driving power and it cannot go. It is no use then until it is wound up and put in order. to say to me You look like death !! I was bothered with pimples too and had a large boil under my arm. The doctor said
I was completely run down.
We got a little book one day telling about Chan, Forde's Bile Beans for Bilious: ness and I sent my wife for a bottle. I went on taking them straight away and in a short time I was worlds better. My back, which had given way, got stronger; and I began to feel better all round. Then I got back my appetite and began to enjoy and be able to digest my food. Bit by bit - I improved until I had no need to take any more medicine, and I am now in grand condition.

But everyone could see that she was hopelessly in love with the worthless Scamp and the enforced attendance of her husband was a superficial rise de guerre which deceived no one. Binkson himself sho treated with absolute contempt; so much so that she and Stilliard comported themselves before him very much like an en- gaged couple. They had a private nickname for him and they-for they knew they could do it with impunity-lost no chance of making fun of him. They made no bones Ro much I saw myself-about squeezing one another's hands and calling one another pot paines under his very nose.
In the fulness of time it was inevitable that Binkson should reach that stage in a worm which in a man would be termed the limit of human endurance. It now seems Hurprising that he endured so long, for he had one of the tastiest and blackest little tempers imaginable-his servants, horses, and dogs had a rough time of it.

There has been one object-lesson, our Correspondent points out, which might have been expected to enlarge the views of the Goverment on railway policy in China. In January, 1899, they screwed their courage to the sticking-place and officially took note of the promiss given by the feungli Tamen to the Hongkong and Shanghai Bank that China would not alienate any of the Northern Railway lines to any foreign Power. The far-reaching and fortunate results of this 'undemonstrative support have been, he declares, sufficiently con- spicuous. They include, in a great measure, not only the maintenance of our own posi tion in North China, but also that of the independence of the Chinese Government. The guarantee saved the railway from remaining in Russian bands after the Boxer
