six women inspectors, while 1,800,000
woman..and girls were employed, besiden those engaged in laundries, and a great number of outworkers: The Home Secre tary replied that he had come to the conclusfi," to provide for an increase next year. The adunimstration of the Truck Acts, employment of children, the pre- vention of fires, &c,, were promised atten- tion. One member dealt more particularly with accidents, falsification of particulars, and the insufficiency of inspectors, and also the system of 'time-cribbing' in
Good respect of stopping the machinery, &c. The Home Secretary declared that the trial suggestions made were important and valuable. The most satisfact ry feature in the debate was the dec:aration of two large manufacturers in favour of inspection, both supporting the claim for an increase of inspectors. Both condemned time- oribbing, and cheating the workpeople by the falsification of particulars. Under such circumstances the Home Secretary could wall promise consideration of all the points raised. There was, indeed, no voice raised in opposition. Formerly, says Engineering, there was an outcry on the part of em. HOUSE in Wono NEI CHONG ROAD.ployers whenever a proposal was made to A

THE METHOD OF SETTLEMENT CRITICISED.
'Does not Redound to Britain's Honour."
LONDON, October 29.
The Conservative press strongly criticises the arrangement come to by the Government for the settlement of the North Sea outrage.
The Standard and Morning Post are dissatisfied and consider, that the set- tlement does not redound to the honour and dignity of Great Britain.
The Standard says:
We have no
guarantee that the Baltic Fleet will be kept out of mischief in the future. They have not acknowledged that they were in error yet,'
The Morning Post considers that we should know more about the proportion of the Fleet and the rank and "umber
of the officers detained at Vigo.

It is officially stated in St. Patorsburg that two telegrams have been received from Admiral Rozhdieotvensky; the first de- clares that two torpedo boats, not showing light, attacked the leading vessel of the flect; the feet thereupon swept the sa with its search lights and opened fire.
The search lights disclosed the presence of several small steamers resembling fishing vessels; the feet endeavoured to spare the latter as soon as the torpedo beste had disappeared.
The Admiral declares that no torpodn boats accompanied the fleet.
One of the strange torpedo boats was sunk and the other, only damaged, remain-
ed till the morning near the small steamers. The fleet did not assist the latter because their complicity was suspected in view of their obstinacy in crossing the Russian
line.
Several showed no lights and the re mainder only showed them very late.

WASHINGTON, October 26.
The most notable feature of the campaign nt this critical stage is the wide use made of the cablegram from Governor Luke E. Wright, which so ably refuted the charges made by the democratic candidate Judge Alton Brooks Parker.
Whether the tuge will be able to budge the big coal-laden ship from her berth in the sands is problematical. It seemed to be the conviction of the tugboat skippers last night that the Ditton was destined to remain fast on the beach and be broken up by the heavy seas that will come with the advent of winter.
