Chinese Interference. At a meeting of the Commercial Bureau, the opinion was held that the American- China Development Company had trans- ferred the rights of the railway to the Bel- gians, contrary to the supplement to the agreement art. 17, and that on account of the creating of disturbances by the mech- antos, having many times resulted in the loss of life for which reason the unexpected tuny possible turn up in the future it was decided to uphold the point regarding the cancellation of the agreement. The native gentry of Kwangtung, especially Tsor Chung Fen, and Wu Chuan Jui, have jointly petitioned to the Wai Wu, Pu, the Viceroy of Kwangtung, the Viceroy of Hopch, and the Cantonese officiala at Pe-

king, notably Tai Hung Cho, Wu Ting Fang, and Chang Chen Hauan, also Tong Hua Hao, who is in Shanghai and who has been requested to approach: Sheng Kung' Tos, that the rights of the railway may be restored to Chins.-Eastern Times.

The Chinese Government has decided to cancel the agreement with the American- China Development Company regarding the concession of the railway between Han- kow and Canton. Sheng Kungpao has 1376 wired the Peking Government asking that the American bonds of over four million be seized before cancelling the agreement and that Sir Chengtung Liang, the Chinese Minister to Washington, be ordered by wire to attend to the matter by taking legal steps there. A special cable from the Pioneer's cor- respondent, dated London, 11th October, says that Lord Kitchener on forming the new field army will collect all the scattered. Cavalry and Horse Artillery and join them into brigades. The money already granted is being used to provide the equipment the new army on mobilisation. it should be employed in a totally Barcarolle... Caracterisque.....Conterno different direction. These barriers were laid by, and at the expense of, the Provincial authorities some sixty years ago, and, according to treaty, the Chinese Government should remove

them. The Provincial authorities say that they bave no money to carry out the work, and there is either some truth in their statement or they are holding on to it so closely that they cannot be induced to part with it. The barriers have to be removed and since the Provincial authorities will not meet the expense of the work it is being unjustly

thrown upon the shoulders of the Customs. To find the necessary money they are alleged to be compelled to draw upon the tonnage dues, and particularly the steam tonnage dues-dues that are paid by shippers for the lighting of the coast, for harbour im- provements, for surveying, and for the carrying out of other minor works necessary to ensure the safety of ships and property. Although the removal of barriers is a harbour improvement it is not the kind that dues aro paid for. It is a special type of work that the Chinese should pay for out of their own pockets, since the barriers were wilfully put down to keep ships from going up stream. The money-if Customs money —now being spent on the work is being WATSON & CO., misappropriated, and those responsible

gapore on 22nd October, and, is ex- pected here on 7th October, The Shire Line ss. Monmouthshire, from the zero of the soundings in the. Admiralty The zero of the table corresponds with London &c., left Singapore on the 26th October, at 6 a.m., and is due Charts which has been found to be 4 feet here on the afternoon of 31st October. 3 inches below mean sea level.
