than in anger, and as a proventative measure against 'his procuring more wea. pons of offenes in the immediate future.
But the immediate result of this was that the ante-bellum medium of exchange had to be replaced by somno kind of commodity, in order to carry on the trade of the country," and by the law of natural selection, they alighted upon the principal instrument of government in China-that hoary and time-honoured article, paper. The Chinese banks, which not puly conduct the business of the interior, but also act as go-betweens in all transactions between, Chinese and Europeans, issued paper money rivalling in face value the riches of Ormuz and of Ind, and with this paper money the endloss stream of promissory notes given by the merchants was liquidated. So far, so good ; and as long as no questions were asked, alt went a merry as a marriage bell.
During the first two years subsequent to the troubles, European imports flowed in a broad stream into the country; but already during the days of the Tientsin Provisional Government, of honourable memory, serious protests went up against this reck- less paper trade, which had assumed such proportions that native banks sprang up like mushrooms, and issued paper for amounts altogether out of proportion to their means for meeting it, The Provision- al Government put a stop to this unhealthy stato of affairs, and temporarily improved the position; but, having no remedial measures at its disposal, it could effect no lasting curo. When the Chinese Govern-- ment took over the reins from the Tientsin Provi-ional Government, the energetic Viceroy of this Province of Petchili, Yuan Shih-Kai; determined to take the bull by the horns, and applied such drastic measures-by

compelling transactions to be made in cash, and cash liquida. tion of outstanding liabilities-that not only did he force the small fry amongst the native financiers to the wall, hat also incapacitated many of the more reputable members of the bankers' frater- nity from meeting their obligations. The Shanai bankers-the great financiers of Northern China-took alarm at the Gov- ernment's measures, and called in the loana · made to their Tientsin confrères, with the result that native orders' (promissory notes) had to pay a discount of from 30 per cent. to 40 per cent. to the European banks, which led to a wholesale collapse of acores of native banks and business houses. All sorts of means for reviving the financial market were discussed and tried, European banks applied to, a Government bank started; but a

It is not to be wondered at that, under such conditions, the already terribly- congested import market stands little chance of relief, and the European import ers, with their go-downs glutted with goods, cannot dispose of them, for love or money, native merchants being unwilling to buy on what terms so ever. The popu lation of the interior, already heavily taxed, has had, in addition, to bear the large in- demnity exacted by the Allied Powers, and this, under a regime so corrupt an the Manchu Government, offers a welcome cloak for the 1

ppr. chasing power of the countryman does not flourish under such circumstances.
But with the import market in such a comatose state, we, fortunately, possess an export market. "Those mining concessions actually in the hands of foreigners-with the exception of the one held by the Chinese Engineering and Min- ing Company-have, in their resulta, so far, not been able to pave the way for further experiments on those lines, and have undoubtedly discouraged the Chinose elemont. If the Viceroy's (Yuan Shih Kai) plans for the reform of the monetary patem in the metropolitan providoe Petohili) maturo successfully, a great in provement misy be looked for in the dis- organised state of the Money Market in Northern China. When the silver tael has once taken real shape, and become the standard unit instead of the imaginary coin which it has been for so long, the first step towards a uniform currency may be said to have been made. But unless it is given a fixed valus, as in the case of the rupee in India, it will remain subject to all those fluctuations of the silver market which have so violently roacted upon the white metal, all the world over, of late years,
